The Deputy General Manager of Health Services of the Ministry of Health, Eray Yaz, made statements regarding the details of the Regulation on Private Hospitals, which has come into force after being published in the Official Gazette. Yaz stated that with the new regulation, "medical indication" based inspections will be implemented in private hospitals. He explained that inspections based on medical indications involve evaluating all health services received by patients from the hospital in terms of medical necessities and appropriateness, saying, "We established 20 commissions consisting of experts and academics to determine the criteria for this evaluation. These commissions, which include intensive care, emergency units, medical laboratories, and obstetrics departments, will evaluate all medical services provided to patients."
ACCREDITATION CERTIFICATE MADE MANDATORY
Yaz noted that the accreditation certificate issued by the Turkey Health Services Accreditation Institute (TÜSKA) under the Turkey Health Institutes Presidency (TÜSEB), which sets the conditions for accreditation standards in health, has also been made mandatory for private hospitals. He stated that these standards are internationally accredited and recognized standards that ensure the effective and safe continuation of the hospital's administrative and medical processes, saying, "Our aim here is to ensure that the health services received by our patients and the safety of the staff continue at the highest level of standards."
"THOSE WHO COMMIT DISGRACEFUL CRIMES ARE PREVENTED FROM OPENING PRIVATE HOSPITALS"
Yaz stated that the criteria for opening private hospitals have been reorganized with the regulation, saying, "Those who commit disgraceful crimes are prevented from opening and owning private hospitals. In addition, we have taken other measures for the health and safety of our patients. The transfer of medical service units in the hospital to other individuals, except for the main permitted services, has been prohibited. Licenses of those who do this will be revoked. Furthermore, the transfer between the centers, units, and staff within the hospitals has been banned. Our aim here is to ensure that the characteristics of the hospital and its staff do not become a commercial commodity." he said.
LIMITATION ON FEES OF HOSPITALS WITH SGK AGREEMENTS
Deputy General Manager of Health Services Eray Yaz stated that limitations have been imposed on the fees that hospitals with agreements with the Social Security Institution (SGK) can charge, emphasizing that in case of exceeding the set limit, penalties will be increased and exorbitant prices will not be applied. Yaz pointed out that private hospitals are required to have transfer ambulances, provided they offer services 24 hours a day, stating, "In addition, in emergency situations such as earthquakes, it will be made easier to transfer patients to safer buildings to ensure their safety. If private hospitals request it, the establishment of palliative care centers will also be facilitated, making it easier for patients in need of care to access services."
"THE HEALTH SERVICES RECEIVED BY OUR PATIENTS HAVE BEEN RAISED TO THE HIGHEST LEVEL"
Yaz drew attention to another regulation made in the Regulation on Private Hospitals concerning physicians with private practices, stating, "In the regulation, an additional right has been granted to physicians with private practices. They will be able to work in private hospitals without the requirement of a staff condition, provided they close their existing practice. The regulation has raised the health services received by our patients to the highest level. Efforts have been made to prevent unregistered transactions. Our goal is to elevate the health services received by our patients to the highest level. To make this verifiable. To prevent unregistered practices and to stop the commercialization of health."
