A new increase has been applied to the revolving fund fee paid for the purchase of real estate such as houses, land, and fields. After the increase, the revolving fund fee paid by those who buy houses has risen to 5,324 Turkish lira.

After the earthquake in Istanbul, the revolving capital fee for title deed transactions has been increased for the second time. While this amount paid in real estate purchases and sales has increased by 116% within a year, the increase rate applied to foreigners has reached 332%. The service fee paid by foreigners for purchasing residential properties, land, and fields has risen to 16,629 lira with an annual increase of 332%.

According to the news in Hürriyet; the title deed revolving capital service fees, which increased by 44% in January due to the revaluation rate, have been increased again by up to 200% with a decision published in the Official Gazette the other day. Thus, in places with high real estate values such as Şişli, Bakırköy, Kadıköy in Istanbul; Çankaya, Yenimahalle in Ankara; Alanya, Kemer, and Konyaaltı in Antalya, the title deed service fee of approximately 2,500 lira paid for residential purchases has risen to 3,550 lira in January, and with the 50% increase made the other day, it has reached 5,324 lira. In districts with relatively lower real estate values, the fee, which was 2,000 lira in January, has become approximately 3,000 lira the other day.

332% FOR FOREIGNERS

With the decision dated May 1, 2025, the title deed capital service fee paid by citizens of countries such as Syria, Russia, and Ukraine, who purchase real estate in Turkey, has also increased. The fee, which was expected to rise to 5,543 lira at the beginning of the year, has become 16,629 lira with a 200% increase the other day. Thus, the annual increase has occurred at a rate of 332%.

10% FOR URBAN TRANSFORMATION

In Turkey, while 3 million 43 thousand sales transactions in real estate types took place in 2024, 15% of the title deed revolving capital revenues go to the budget, 10% to urban transformation, and 1% to the Social Services and Child Protection Agency (SHÇEK). It is stated that about 60% of it is allocated to personnel salaries and payments.
