Deputy Chief of Press and Public Relations of the Ministry of National Defense (MSB) Rear Admiral Zeki Aktürk stated at the press briefing held at the ministry that the Turkish Armed Forces (TSK) continues its fight against terrorism with determination. In the statements regarding the referral of lieutenants and some personnel to the High Disciplinary Board, the following expressions were used:
"The investigation initiated regarding the matter and the subsequent referral process to the High Disciplinary Board (YDK) is ongoing. It is also worth noting that being referred to the YDK does not mean a decision has been made; the process is still ongoing, and no decision has been made yet."
"THEY INSISTED ON READING THE OATH TEXT DESPITE DISREGARDING ORDERS"
In summary, prior to the Flag Transfer and Graduation Ceremony of the Army War Academy, some students repeatedly communicated to their superiors that they wanted to read the text that was removed by the change in the guidelines, and they were repeatedly informed that this was not possible.
After the ceremony concluded, an announcement was made by the top student for the lieutenants to gather in the area where the ceremony was held, families were asked to leave the area, and press members were invited to the ceremony area.
It was determined that only the lieutenants who organized the action were aware that the text removed against the orders would be read during the sword clash, and the vast majority of the lieutenants gathered with the thought that only the sword would clash. The presence of guest military personnel confirmed this thought, and it was established that the action was not a spontaneous development due to the joy of graduation, but was planned and organized in advance. Despite the persistent requests of some students, it was found that the superiors did not take the necessary precautions before the ceremony against this indiscipline and did not intervene during the action.
Actions have been initiated for the referral of the lieutenants who organized the action and other personnel who have intent, fault, negligence, or responsibility to the YDK under the TSK Disciplinary Law No. 6413.
"THE ISSUE IS ONLY DISCIPLINARY"
The alleged crime is not about clashing swords or saying 'We are the soldiers of Mustafa Kemal,' but rather about committing a deliberate, organized, and planned indiscipline despite the warnings of superiors. The investigation and inquiry regarding the incident have no relation to the text read or its content. The initiation of the process for the referral of only those who organized the action among dozens of lieutenants who read the oath is the greatest evidence of this.
What is important here is that regardless of the content, the disciplinary process will always be conducted in the same way, and there will be no compromise on discipline. The action in question was organized in a group without the permission of superiors, the press was invited to make the action known, and the chain of command was disregarded. This is an unacceptable situation for military hierarchy. It cannot be ignored.
"THERE IS NO 'BUT', 'HOWEVER', OR 'NEVERTHELESS' IN INDISCIPLINE"
There is no 'but', 'however', or 'nevertheless' in indiscipline; it cannot exist, nor should it. The fact that those involved are young, have not previously received disciplinary punishment, are successful, or that the text read was previously in effect does not change the reality of indiscipline.
We are pleased that rational people understand that this is an act of indiscipline. Such or similar indisciplines can set a precedent and trigger groupings that harm the unity and solidarity of the Turkish Armed Forces (TSK). Actions of this kind, carried out against the orders of sequential superiors, lead to the spread of disrespect for hierarchy and a decrease in subordinates' respect and trust towards their superiors, normalizing disobedience.
"DISCUSSING THROUGH ATATÜRK IS UNACCEPTABLE"
As our Eternal Commander-in-Chief Gazi Mustafa Kemal Atatürk said, 'Without discipline, armies cannot be commanded.' The national, spiritual, and professional values of the TSK are a whole. Attitudes and behaviors that create a perception of division through our common value, Atatürk, are unacceptable.
