The Deputy Chairman of HÜDA PAR and Gaziantep Member of Parliament Şahzade Demir submitted a parliamentary question to Culture and Tourism Minister Mehmet Nuri Ersoy regarding the content of television programs, especially daytime shows, that harm social values. "IS THE MINISTRY CONDUCTING RESEARCH ON THE SOCIAL HARM OF PROGRAMS?"Stating that the increase in content that is incompatible with our social values in television programs negatively affects our social structure and causes serious corruption, Demir asked in his parliamentary question whether the ministry has conducted any research on this harm, what existing data is available regarding the effects of this content, and what measures have been taken. "DOES RTÜK HAVE A PLAN TO IMPLEMENT DETERRENT PENALTIES?"In the proposal, Demir expressed that the Radio and Television Supreme Council (RTÜK) does not impose sufficiently deterrent penalties on these broadcasts and inquired whether RTÜK has a plan to implement deterrent penalties and what measures have been taken regarding the complaints received. The proposal included the following statements: "In recent years, the increase in content that is incompatible with our social values in television programs negatively affects our social structure and causes serious corruption. Especially in daytime programs, content that disregards our morals and values is harming the family institution, and immorality and distorted relationships are being normalized. "MOTHERS AND THE GENERATIONS THEY RAISE ARE UNDER THREAT"Mothers who are poisoned by watching such programs all day long, often without even realizing it, and the generations they raise are under threat. As a result of these programs on TV channels, the mental, spiritual, and intellectual world of society deteriorates day by day, while immorality becomes normalized. This situation can be considered a form of cultural imperialism and mental occupation. However, despite the serious reaction from society, these broadcasts continue to increase. It is necessary and urgent to connect our society with its values and secure its future. A humanitarian, moral, and national mobilization should be declared to combat these immoral programs. "DETERRENT PENALTIES ARE NOT BEING APPLIED"The Radio and Television Supreme Council (RTÜK) not adequately monitoring these broadcasts and not applying deterrent penalties is paving the way for further corruption of television programs. RTÜK's sanctions against such broadcasts are limited to fines, and more effective measures such as the removal of the program from broadcast or the suspension of the broadcast are not being utilized. "A MORE EFFECTIVE MONITORING PACKAGE SHOULD BE IMPLEMENTED"Particularly, Article 8 of the Law No. 6112 on the Establishment and Broadcasting Services of Radio and Television states that broadcasts cannot be contrary to the national and spiritual values of society, general morality, and family structure. Based on this provision, it is unacceptable for broadcasts that harm the family institution and contradict our beliefs and social morality to be widely addressed on television channels. RTÜK must fulfill its responsibilities to remove such content from broadcast and implement a more effective monitoring package. In this context; 1. Has your ministry conducted any research on the damage caused by daytime television programs to social morality and cultural values? What existing data is available regarding the effects of such programs? 2. Is there any regulation or monitoring work supported by your ministry to prevent the negative effects of these widely watched programs, such as normalizing crime and criminals and sensationalizing family issues? If so, what kind of monitoring and preventive work is being carried out? 3. Does RTÜK have a plan to reorganize the penal sanctions it applies against broadcasts that are contrary to the values of society? Is there any consideration for a regulation to impose deterrent penalties in this regard? 4. Has there been an increase in complaints made to RTÜK regarding immoral and socially harmful broadcasts in recent years? Have the complaints been taken into consideration? If so, what measures have been taken in this regard?"
