The Revenue Administration announced that a record of 5.5 million tax returns was achieved in income tax. On the other hand, 401,000 taxpayers submitted their returns for the first time. Thank you SMS messages were sent to taxpayers who declared their income and paid their first installment. Minister of Treasury and Finance Şimşek stated, "Those who do not declare their income or declare incompletely can submit their returns by benefiting from the provisions of remorse."

With the efforts carried out by the Revenue Administration of the Ministry of Treasury and Finance (GİB), a record was broken with approximately 5.5 million tax returns submitted for the earnings obtained last year, and 401 thousand taxpayers submitted a return for the first time.

THE DECLARATION PERIOD HAS ENDED

According to information obtained from the Ministry, the declaration period has ended for income tax taxpayers who are taxed under the real method due to commercial, agricultural, and professional activities, as well as for taxpayers whose income consists solely of wages, rents, capital gains, or other earnings and revenues.

Millions of taxpayers used the Ready Declaration System developed by GİB to declare the income they earned last year.

Thanks to content and services such as SMS notifications, public service announcements, educational and guiding videos, call center services, and guides, there was an increase in both the number of declarations and the amount of tax.

RECORD NUMBER OF DECLARATIONS

During the declaration period that continued throughout March, 2 million 899 thousand declarations were submitted by income tax taxpayers who earned commercial, agricultural, and freelance income. The number of declarations was recorded as 2 million 747 thousand last year and 2 million 604 thousand in 2024.

The increase in the number of declarations over the last three years has drawn attention. The number of declarations submitted by those earning commercial, agricultural, and freelance income increased by 11% over the three-year period, while the declared tax base reached 270.4 billion lira for 2023 income, 512.9 billion for 2024 income, and 897.3 billion lira for 2025 income. Thus, there was a 232% increase in the total declared tax base by these taxpayers over the last three years.

2 million 558 thousand taxpayers who earned income from rents, wages, capital gains, and other types of earnings through the Ready Declaration System also submitted declarations. While the declared tax base by the declaring taxpayers was 1 trillion 458 billion lira, the calculated tax amount rose to 446 billion lira. Accordingly, the increase rate in the declared tax base compared to last year was 70%, and 265% compared to the previous year. The increase in the calculated tax amount was determined to be 67% compared to last year and 252% compared to the previous year.

As a result of efforts targeting taxpayers who did not submit declarations despite earning income in previous years, 37 thousand declarations related to 2024 and previous years were submitted since the beginning of the year.

According to GİB data, while 4.4 million and approximately 5 million declarations were submitted in 2024, the total number of declarations submitted this year reached a record level of 5 million 457 thousand, increasing by 24% compared to 2024. The total declared income tax base for income earned in 2023 was 669 billion lira, for income earned in 2024 it was 1 trillion 370 billion lira, while this year it rose to 2 trillion 355 billion lira. The calculated tax amount was recorded as 202 billion lira for 2023 and 411 billion lira for 2024. This amount showed a 247% increase over the three-year period for the earnings obtained last year, reaching 702 billion lira.

These results also indicated an increase in taxpayers' voluntary compliance with taxes over the three-year period.

401 THOUSAND TAXPAYERS SUBMITTED A DECLARATION FOR THE FIRST TIME

Regarding the year 2025, 401 thousand taxpayers submitted a declaration for the first time by establishing tax liability related to rents, wages, capital gains, and other earnings.

After the income tax declaration period, thank you SMS messages were sent by the Revenue Administration to taxpayers who submitted their declarations on time and paid their first installment.

The Presidency has started efforts to identify taxpayers who earned income in 2025 but did not submit declarations despite reminders, especially those who did not declare their income or declared incompletely. The information of these taxpayers will be sent to tax offices for penal action.

During this process, taxpayers wishing to pay their taxes have the option to submit declarations with remorse through the Digital Tax Office (dijital.gib.gov.tr) or the Ready Declaration System (hazirbeyan.gib.gov.tr), as well as the possibility to pay taxes via bank or credit card through these systems.

CONGRATULATIONS TO THE REVENUE ADMINISTRATION PERSONNEL

In his evaluation regarding the matter, Minister of Treasury and Finance Mehmet Şimşek pointed out that the Presidency has significantly increased its capacity for detection and inspection of unregistered activities, stating, "Taxpayers who do not submit their income declarations on time or declare incompletely can benefit from the provisions of remorse to submit their declarations. Voluntary compliance is of great importance for tax justice and the sustainability of public finance. Taxpayers who submit declarations by benefiting from the provisions of remorse are not subject to tax loss penalties."

Şimşek congratulated the Revenue Administration personnel who contributed to obtaining these results both in terms of taxpayer services and through analysis and field studies, stating, "Thanks to the steadfast implementation of our Medium-Term Program, we have achieved record increases in the number of declarations, tax collection, and tax base amounts over the last three years while enhancing fairness and efficiency in taxation."
