After 4-year-old Berra suffered an epileptic seizure and lost her life during a swimming event at a kindergarten in Bursa, the activities of the private kindergarten were suspended.

Berra Dizi, who was in the pool for a swimming event at a private kindergarten in the Süleymaniye neighborhood of Bursa, allegedly had an epileptic seizure.

Berra, who was noticed by the trainee student M.P. while moving motionless backward on the water's surface, was pulled out of the pool by swimming instructor N.T.

LOST HER 7-DAY FIGHT FOR LIFE

Berra, who received first aid from nurse B.A. at the kindergarten, was taken to İnegöl State Hospital by health teams who arrived after the notification. Due to respiratory distress, Berra was transferred to Bursa High Specialization Training and Research Hospital, where she lost her life 7 days later in the intensive care unit where she was treated.

After the autopsy conducted at the Bursa Forensic Medicine Institution, an investigation was initiated by the İnegöl Chief Public Prosecutor's Office regarding the death of Berra Dizi, who was buried in İsaören City Cemetery in İnegöl.

A 12-PAGE EXPERT REPORT WAS PREPARED

While the statements of the teachers at the kindergarten and the family were taken as part of the investigation, the 12-page expert report prepared indicated that mother Beyza Turan, when enrolling her child in the kindergarten's summer school, answered 'No' to the question 'Does she have a chronic illness?' on the school's 'information form', while she answered 'Yes' to the question 'Does she have any medication she uses regularly?' and stated 'She had two febrile seizures' to the question 'Has she had any childhood diseases?'.

The report also included the statement of the Pediatric Neurology Specialist who treated Berra for seizures, noting that Berra was started on medication due to having febrile seizures one month apart in 2023, and that her neurological follow-up and medication were terminated as she did not have any seizures for 2 years.

HAD A SEIZURE IN CLASS 8 MONTHS AGO

In the expert report, which also included the forensic examination report stating that Berra was taken to İnegöl State Hospital after the incident, it was noted that she had a seizure and was treated, and that she was transferred to Bursa due to ongoing epileptic seizures. It was recorded that the little girl had another seizure in class at the kindergarten 8 months prior to the incident.

POOL SHOULD BE 50 CENTIMETERS BUT IS 74 CENTIMETERS DEEP

The report emphasized that there was no element of intent in the incident, stating that the kindergarten management only relied on parental notifications regarding Berra's health status and did not investigate her medications. Considering that Berra Dizi had a seizure in class 8 months ago, the pool where the incident occurred was measured at 74 centimeters deep, which does not comply with the regulation that states 'the depth of a children's swimming pool cannot exceed 50 centimeters', and the kindergarten operator E.B.O., who did not employ a 'certified lifeguard' as required by law, was found to be primarily at fault in the occurrence of the incident.

SWIMMING INSTRUCTOR FOUND 'SECONDARY AT FAULT'

In the report, swimming instructor N.T., who was not present close to the children in the pool during the swimming event and did not ensure that the children wore floaties, was found to be 'secondarily at fault', while class teacher N.Ş. was recorded as not being at fault.

PARENTS FOUND 'PRIMARILY AT FAULT'

The parents, father İsmail Dizi and mother Beyza Turan, were found to be 'primarily at fault' for not considering whether their 4-year-old child's health status was suitable for the activities to be held at the kindergarten and for not clearly sharing the fact that their child had experienced seizures irregularly since birth, thus failing to show the care they should have taken to protect their child's health and safety.

KINDERGARTEN CLOSED

Following the death of Berra Dizi, who suffered an epileptic seizure in the pool during a swimming event and died 7 days later in the hospital, the activities of the private kindergarten were suspended as part of the investigation conducted by inspectors from the Ministry of National Education.

The prepared report included findings of negligence and irregularities at the school, such as the employment of unlicensed teachers and the failure of the school founder to fulfill their responsibilities. The closure of the school was justified by citing illegal activities and management negligence, and it was learned that the process regarding the status of teachers and students would be carried out by the Provincial Directorate of National Education. Following the decision, school staff began to gather their belongings.
