The preliminary investigation conducted by the Administrative Inspector regarding the death of 12-year-old Eslem, who lost her life in an attack by stray dogs in Hakkari, has been completed. Interior Minister Ali Yerlikaya, sharing the details of the report, stated, "Our Ministry has also granted permission for an investigation into the Mayor of Yüksekova, the Deputy Mayor, the members of the Municipal Council, and the Director of Veterinary Affairs, Hakkı."

Interior Minister Ali Yerlikaya shared the details of the report regarding the investigation into the death of 12-year-old Eslem, who lost her life due to an attack by stray dogs in Hakkari Yüksekova. In his statement, Minister Yerlikaya described the chain of negligence one by one, using the following expressions:



"On January 18, 2025, in a vacant lot in Hakkari Yüksekova, our 12-year-old daughter Eslem was attacked by stray dogs and unfortunately lost her life.



Immediately after this tragic incident, a Provincial Inspector was assigned by our Ministry. In the report prepared as a result of the preliminary investigation conducted by the Provincial Inspector:



- It was noted that the share that should be allocated in accordance with the temporary 4th article of the Animal Protection Law No. 5199 for establishing animal shelters and taking care of stray animals until they are adopted was not fully allocated from the last confirmed budget revenue, which should be five per thousand,



- It was found that there was no available animal shelter in the municipality,



- It was determined that the regulations regarding what to do with stray street animals in the Regulation on the Duties and Working Procedures of the Veterinary Affairs Directorate of the Yüksekova Municipality were not updated considering the changes made in Law No. 5199, and thus the provision stating that stray animals should be kept in shelters until they are adopted was not complied with,



- It was understood that in the 5 months prior to the incident, citizens had made 5 applications regarding stray dogs to CİMER, and 4 village heads had applied to the municipality for measures to be taken regarding stray dogs, but it was found that necessary measures were not taken by the municipal administration.



In line with this report, our Ministry has granted permission for an investigation against the Mayor of Yüksekova, the Deputy Mayor, Municipal Council Members, and the Director of Veterinary Affairs, Hakkı.
