Under the coordination of the General Directorate of Security, the amendment to the law accepted in the Grand National Assembly of Turkey on February 13, 2026, aims to enhance traffic safety. The regulation, which is expected to come into force after being published in the Official Gazette, particularly aims to prevent accidents caused by fatigue and excessive speed.
In this context, the use of a tachograph that records working hours and a speed limiter device has been made mandatory for certain groups of commercial vehicles that will be newly registered.
VEHICLES COVERED BY THE NEW REGULATION
The regulation covers cargo transport vehicles such as trucks and tractors with a maximum loaded weight exceeding 3,500 kilograms, as well as buses with a passenger capacity of more than 17, including the driver, tourism transport vehicles, and municipal buses.
The obligation will apply to zero-kilometer vehicles that will be registered for the first time from the date the law comes into force. The regulation, which will be implemented in all 81 provinces of Turkey without distinction between municipalities and adjacent areas, excludes vehicle types exempted by regulation and previously registered older model vehicles.
SEVERE PENALTIES FOR VIOLATIONS
Authorities emphasize that penalties have been significantly increased with the new regulation. Drivers who do not have a tachograph or speed limiter device, or do not actively use these devices, will face an administrative fine of 75,000 lira.
In cases of violations such as interference with device records, deletion of data, or non-use of the driver card, additional fines ranging from 3,000 to 20,000 lira will be imposed. Additionally, the vehicles involved in these violations may also be banned from traffic.
It is stated that a fine of 1,000 lira will be applied if a general lack of equipment and facilities is detected in the vehicles, while increases have also been made in other traffic fines under the same law package. Accordingly, the penalty for driving without a license has been raised to 40,000 lira, and the penalty for driving under the influence has been increased to 25,000 lira.
