The Energy Market Regulatory Authority (EPDK) has decided that electricity meters in residential buildings consuming 10 MWh or more annually must be replaced with smart meters by 2028. Subscribers who consume more than approximately 2,460 TL of electricity per month will be prioritized. Administrative fines will be imposed on those who do not comply with the process.

Residential buildings with an annual electricity consumption of 10 MWh and above will be required to replace their meters with smart meters by January 1, 2028. Subscribers who do not comply with the procedure will face monetary fines.

MANDATORY TRANSFORMATION FOR HIGH CONSUMPTION RESIDENTIALS

The Energy Market Regulatory Authority (EPDK) has made a critical decision that closely affects residential buildings with high electricity consumption. Accordingly, it has become mandatory to replace all existing meters in residences with an annual consumption of 10 MWh (10,000 kWh) or more with smart meters by January 1, 2028. It is expected that at least 1 million analog meters will be renewed under this regulation.

AIMING TO PREVENT ILLEGAL USAGE

The new smart meters can detect external interventions, can be controlled remotely, and provide more efficient energy management. With EPDK's step, the aim is to particularly reduce illegal usage and manage the energy system more effectively.

PRIORITY FOR THOSE WITH MONTHLY ELECTRICITY BILLS OF 2,460 TL AND ABOVE

During the transformation process, priority will be given to residential subscribers with an annual consumption of over 10 MWh. This consumption level corresponds to an electricity bill of approximately 2,460 TL per month.

PENALTIES FOR NON-COMPLIANCE WITH THE PROCEDURE

The meter changes will be carried out by distribution companies. However, it has been stated that high administrative fines will be imposed on subscribers who obstruct the renewal process or do not comply with the procedures.

STARTING IN MAJOR CITIES

The transition to smart meters will begin this year and will initially be implemented in major cities with high population density. The transformation is planned to be completed across Turkey by 2028.
