A new era is beginning in the processes of damage and value loss after traffic accidents. Fraudsters, brokers, and similar individuals and institutions will be eliminated. Starting from April 1, 2026, the loss of vehicle value in traffic accidents will no longer be a separate issue; the amount calculated instantly by the expert along with the damage will be paid directly, ending the era of intermediaries and brokers.
As of April 1, 2026, damage and value loss processes in traffic accidents are being simplified; experts will be automatically assigned, brokers will be sidelined, and payments will be made along with the damage. Additionally, the value loss compensation will be paid in advance to the vehicle owner.
The Insurance and Private Pension Regulation and Supervision Authority (SEDDK) is simplifying processes with the Insurance Expert Assignment Regulation published in the Official Gazette. The regulation, which concerns 33 million vehicle owners, will be implemented as a pilot application in Ordu and Bursa on April 1, 2026.
HOW WILL THE POST-ACCIDENT PROCESS WORK?
When the vehicle is taken to an authorized service, an agreed service, or any body shop after the accident, the documents related to the accident will be uploaded to the system, and an expert will be automatically assigned. The damage application will be made by the vehicle owner; brokers or intermediaries will not be able to act on behalf of the owner.
Both citizens and insurance companies will be able to request an expert. Thus, the victimized vehicle owner will be able to directly follow the process.
EKSİST SYSTEM IS COMING INTO OPERATION
With the new regulation, the Expert Assignment and Tracking System (EKSİST) is being implemented. Experts included in the system will be automatically assigned and will carry out the damage assessment.
MANDATORY EXPERT FOR DAMAGES OVER 40 THOUSAND LIRA
For the year 2026, the material coverage amount in traffic insurance has been set at 400 thousand lira. If the damage amount exceeds 10% of this limit, that is, 40 thousand lira, an expert will be mandatorily assigned. For damages below 40 thousand lira, the insurance company and the vehicle owner will be able to reach an agreement.
VALUE LOSS WILL BE CALCULATED IN THE SAME FILE AND PAID TO THE VEHICLE OWNER
According to NTV's news; with the new system, value loss compensations will also be calculated by the expert during the damage assessment and added to the same file. Thus, alongside a damage of 100 thousand lira that arises after the accident, for example, a value loss of 30 thousand lira will also be paid to the vehicle owner at the same time.
This regulation aims to eliminate intermediary structures that demand high commission and agency fees.
CITIZENS WILL NOT PAY FEES
No agency or commission fees will be charged to the victimized vehicle owner. Citizens will not pay any service fee for the expert report.
Both citizens and the insurance company can appeal the expert report within 3 business days. In case of an appeal, a new expert will be assigned, and the appealing party will cover the expert fee.
ON JULY 1, ALL OVER TURKEY
The pilot application will start on April 1, 2026, in Bursa and Ordu. The board has the authority to expand the application to different provinces and extend the duration up to 6 months. As of July 1, 2026, the system will officially come into effect throughout Turkey.
