According to a statement from the Competition Authority, public procurement constitutes a significant part of economic activities worldwide. Looking at OECD data, the share of public procurement in gross domestic product (GDP) is around 12-15% in many countries, while approximately 30% of public expenditures consist of these procurements.
In Turkey, the share of public procurements in GDP is around 6%. Approximately 36% of central government budget expenditures originate from public procurements. In this context, establishing competitive processes in public tenders not only ensures the effective use of public resources but also contributes to the healthy functioning of price formation in markets.
In this framework, cooperation between the Competition Authority and KİK aimed at developing and protecting the competitive environment in public tenders has reached a new stage. DATA ANALYSES WILL BE STRENGTHENEDWith the protocol signed between KİK President Hamdi Güleç and Competition Authority President Birol Küle, the cooperation between the two institutions has been expanded towards the development of artificial intelligence-supported tools for detecting competitive risks and potential violations in public tenders, as well as conducting joint statistical modeling and analysis studies. TRANSPARENCY WILL INCREASEThe competitive tender process not only ensures the efficient use of public resources but also creates a fair and transparent competition environment for enterprises. Tender cartels that arise from methods such as collusive bidding or sharing tenders, which hinder competition in tender processes, can undermine this process and cause public harm. Under the new cooperation signed between the two institutions, the Competition Authority and KİK will utilize artificial intelligence-supported technologies to combat such violations. In this context, it is planned to strengthen data analyses in tender processes and develop innovative tools that can detect potential violations ex officio. RESOURCES WILL BE USED EFFICIENTLYThe joint work of the Competition Authority and KİK demonstrates both institutions' determination to protect competition in public tenders, ensure the efficient use of public resources, and sustainably provide fair competition conditions in tender markets. This step will also contribute to Turkey's strong position between the world's economies with a competitive and transparent tender system.
