With the new regulation accepted by the EPDK, a flexible pricing system will be implemented for electric vehicle charging services, while operators will apply a single price for AC and DC units, offer discounts during certain hours, and from July 1, 2026, credit card payment will be mandatory for DC units on highways and state roads.

The Energy Market Regulatory Authority (EPDK) has approved a regulation in the Charging Service Regulation that allows flexible pricing in order to increase competition in the electric vehicle charging service market and ensure more efficient use of infrastructure. The new application aims to significantly reduce charging costs by shifting users' consumption to low-tariff hours.

SINGLE PRICE APPLICATION IS COMING

According to information compiled by AA reporter, operators will set a single price for AC (slow charging) and DC (fast charging) units. Thus, users will encounter a simpler, comparable, and predictable fee structure instead of complex and variable tariffs.

CREDIT CARD REQUIREMENT

As of July 1, 2026, credit card integration will be mandatory for all DC charging units to be established on highways and state roads. This step aims to facilitate payment processes and increase user access. Companies may offer discounts at certain hours or locations. Especially during time periods of low demand, more advantageous prices are expected to emerge. While a ceiling price application is not on the agenda at the current stage, the free market balance is being prioritized. However, it is stated that the ceiling price option may be evaluated in case of market imbalance.

60% ADVANTAGE IN NIGHT CHARGING

Berkan Bayram, President of the Turkish Electric and Hybrid Vehicles Association (TEHAD), emphasized that flexible pricing is a necessity for the grid in the medium and long term. Bayram stated, "If we divert electric vehicle users from peak hours to night tariffs, we can see a reduction of up to 60% in monthly charging costs."

Bayram noted that flexible pricing would also accelerate investments, stating that the dynamic pricing application would increase the utilization rate of idle stations and shorten the payback period of investments.

DIGITAL ID-BASED PAYMENT PROPOSAL

Bayram expressed that the credit card requirement could create additional costs for operators, suggesting that an automatic payment model through vehicle identity should be implemented for a more user-friendly system. He noted that Turkey could establish a universal cooperation platform in this area to create an innovative market structure on a global scale.
