In the context of the corruption investigation against the Istanbul Metropolitan Municipality, the General Directorate of Security made a statement following the discovery that Ekrem İmamoğlu used a jammer during a meeting at a hotel in Istanbul with suspects Tuncay Yılmaz, Ertan Yıldız, Adem Soytekin, Fatih Keleş, and Hüseyin Köksal. The statement emphasized, "Mayors cannot use jammers; unauthorized use is a crime."

As part of the corruption investigation against the Istanbul Metropolitan Municipality (İBB), it was included in the file that the bodyguards entered the hotel with a frequency jammer before Ekrem İmamoğlu met with suspects Tuncay Yılmaz, Ertan Yıldız, Adem Soytekin, Fatih Keleş, and Hüseyin Köksal in a hotel in Istanbul.

Following these images, the General Directorate of Security (EGM) informed the public about the usage methods and legal sanctions regarding frequency jammers. In a written statement from EGM, it was noted that it was deemed necessary to make a statement regarding the use of jammers due to news reflected in some media outlets on April 27, 2025.

INSTITUTIONS THAT CAN USE IT WERE LISTED

In the statement, it was expressed that according to the 3rd paragraph of Article 2 of the Law No. 5809 on Electronic Communications, the Turkish Armed Forces, the General Command of Gendarmerie, the Coast Guard Command, and the Ministry of Foreign Affairs, the Telecommunications Communication Presidency, the National Intelligence Organization, and the General Directorate of Security can use frequency jammers due to the powers granted to them by the constitution and laws to ensure public order and national security.

In this context, it was emphasized that mayors and municipalities are not among the individuals, institutions, and organizations that can use jammers under Law No. 5809. It was reminded that the interruption of communication by unauthorized individuals, institutions, and organizations is defined as a crime under Article 124 of the Turkish Penal Code.

The statement also included information that there has been no training provided regarding frequency jammers to security personnel by any unit of the General Directorate of Security.
