The Ministry of Environment, Urbanization and Climate Change has identified a reserve construction area of 60,000 hectares to be used as a new settlement area in 70 provinces as part of urban transformation efforts.
According to the information in the "2025 Presidential Annual Program," following the earthquakes centered in Kahramanmaraş on February 6, 2023, the implementation of programs encouraging urban transformation and increasing social awareness has been accelerated.
Accordingly, within the scope of Law No. 6306 on the Transformation of Areas Under Disaster Risk, 282 risky areas have been declared in 59 provinces, 184 urban transformation and development project areas in 38 provinces, and 21 renewal areas in 11 provinces. Additionally, a reserve construction area of 60,000 hectares has been identified to be used as a new settlement area in 70 provinces.
A total of 1,571 institutions and organizations, including universities, public institutions, non-governmental organizations, legal entities, building inspection organizations, and building laboratories licensed by the Ministry, are carrying out the task of identifying risky structures.
These institutions and organizations have determined that 1,050,287 independent units are risky structures, and the total number of independent units included in the transformation areas and urban transformation scope has reached 2,223,042. 1.8 BILLION LIRA SUPPORT FOR THE HALF IS FROM US CAMPAIGNUrban transformation programs have been accelerated, especially in Istanbul. In this context, with the Presidential Decision No. 8189 dated February 22, 2024, the procedures and principles regarding the provision of assistance for construction, including grants, loans, and evacuation support to real or legal persons on the parcel, have been determined within the framework of urban transformation practices to be carried out in Istanbul. 1.5 MILLION LIRA FOR RIGHT HOLDERSIn line with the decision, a total of 1.5 million lira support is provided to right holders, including 700,000 lira as a grant, 700,000 lira as a loan, and 100,000 lira as evacuation support. Accordingly, a total of 1.8 billion lira support has been provided for 1,515 independent units within the scope of the Half is from Us Campaign. The main objective is to activate and disseminate applications aimed at transforming areas under disaster danger and risk, as well as risky structures outside these areas, in a way that prioritizes healthy and safe living. In this context, urban transformation will be carried out with a holistic approach, ensuring that it is compatible with the urban fabric, aesthetics, and identity. THE HALF IS FROM US CAMPAIGN WILL CONTINUEThe preparation of urban transformation strategy documents will be made mandatory. An information system infrastructure will be developed to enable the monitoring of project data related to urban transformation practices on a national scale. Necessary works for the renewal of the risky building stock against a possible Marmara earthquake will be carried out quickly and effectively. Additionally, the Half is from Us Campaign being conducted in Istanbul will continue.
