The Regulation on the Practice of Free Professions by Health Professionals has been announced by the Ministry of Health in the Official Gazette. With the new regulation, speech and language therapists, dietitians, midwives, occupational therapists, physiotherapists, nurses, health officers equivalent to nursing, clinical psychologists, audiologists, and podiatrists will be able to practice their professions independently with a license obtained from the Ministry of Health.

The Regulation on the Practice of Free Profession by Health Professionals was published in the Official Gazette dated March 29, 2025, and came into force.



With the regulation, health professionals such as speech and language therapists, dietitians, midwives, occupational therapists, physiotherapists, nurses, health officers equivalent to nursing, clinical psychologists, audiologists, and podiatrists will be able to practice their professions freely under the name of "Health Profession Service Unit" with the license they will obtain from the Ministry of Health, within the framework of their professional competencies.



NEW EMPLOYMENT AREA FOR 420 THOUSAND HEALTH WORKERS



According to the regulation, only up to three health professionals with the same professional title can come together to open a joint health profession service unit. The license for the jointly opened health profession service unit will be issued separately for each health professional.



With the opening of new health profession service units, not only will employment opportunities arise for the mentioned professions, but there will also be employment in support services such as health personnel, secretaries, and cleaning staff. In the health profession service unit, physiotherapy technicians can work alongside physiotherapists, psychologists alongside clinical psychologists, audiometry technicians alongside audiologists, and occupational therapy technicians alongside occupational therapists.



NO MEDICAL PRACTICE WILL BE CONDUCTED OUTSIDE OF AUTHORITY



Only services within the scope of professional authority will be provided in health profession service units. Services will be provided according to the treatment plan or prescription for patients diagnosed by a physician. No medical practice will be conducted outside of authority. There will be no sale of drugs, medical supplies, cosmetic products, or dietary supplements in health profession service units.



SERVICES CANNOT BE PROVIDED IN CASES REQUIRING ADVANCED MEDICAL EQUIPMENT



Health services cannot be provided in health profession service units in the following situations: cases requiring physician intervention and advanced medical equipment, acute and chronic conditions posing a life-threatening risk, conditions showing signs of systemic infection, emergency situations such as injuries, trauma, or anaphylactic reactions outside of first aid, and procedures requiring medical diagnosis. Any medical intervention required outside the authority and equipment of the health professional.



THE SIGN ON THE BUILDING WILL STATE "PRIVATE HEALTH PROFESSION SERVICE UNIT"



In the waiting rooms of health profession service units, it will be mandatory to have an integrated QR code stating "Ministry of Health Communication Center," where patients can provide feedback, provided it is visible. On the signs of the health profession service unit and in printed and electronic materials, no name, profession title, or specialist designation other than the name and title of the health professional can be used. The sign on the building will state "Private Health Profession Service Unit."

Health Minister Kemal Memişoğlu, who shared the regulatory change on his social media account, stated the following;
