The Turkish Grand National Assembly (TBMM) is starting its new legislative year tomorrow. During the opening, President Erdoğan will address the members of parliament. The agenda will include the Teacher Profession Law Proposal, the 9th judicial package, the new constitution, and economic issues. In the new legislative year, if the DEVA Party and the Future Party establish a group in the Assembly, the DEVA Party will also have a say in the General Assembly during this term.

The Turkish Grand National Assembly (TBMM) is starting its new legislative year tomorrow. The TBMM General Assembly will open at 3:00 PM tomorrow with a speech by President Recep Tayyip Erdoğan addressing the members of parliament. In the new legislative year, many controversial topics will be on the agenda of the Assembly, including the Teacher Profession Law Proposal, the 9th judicial package, new constitutional studies, the judicial decision regarding Can Atalay, early elections, and developments in the economy. Central Bank President Fatih Karahan will make a presentation to the members of parliament in the Planning and Budget Commission on October 3.



THE PRESIDENT WILL ADDRESS THE GENERAL ASSEMBLY



The Assembly will begin the 28th Term 3rd Legislative Year on October 1, after a 2-month break. First, a wreath will be laid at the Atatürk Monument, a moment of silence will be observed, and the National Anthem will be sung. After the ceremony at the monument, the TBMM General Assembly will open at 3:00 PM. TBMM President Numan Kurtulmuş will make an introductory speech after opening the session. Kurtulmuş will introduce President Recep Tayyip Erdoğan to the General Assembly, after which the National Anthem will be sung. Later, President Erdoğan will address the TBMM General Assembly. The reception for the opening of the legislative year, hosted by Kurtulmuş, will take place at the TBMM Ceremony Hall at 7:30 PM. Visitors will not be accepted to the TBMM, except for the state protocol and invited guests during the opening of the legislative year.



THE FIRST SESSION IN THE GENERAL ASSEMBLY WILL BE ON WEDNESDAY, OCTOBER 2



It is expected that the discussions on the second part of the Teacher Profession Law Proposal, which was accepted in the first part during the last legislative year, will begin in the TBMM General Assembly. The discussions on the proposal were postponed to the new legislative year due to intense reactions from the unions.



Central Bank President Fatih Karahan will make a presentation to the members of parliament in the Planning and Budget Commission on October 3. Karahan is expected to give a comprehensive presentation regarding global developments, the Turkish economy, inflation, and monetary policy.



In the new legislative year, the TBMM's agenda includes controversial legal regulations that remained from the last legislative year. It is expected that the 9th Judicial Package, which was accepted in the commission but not brought to the General Assembly, will be prioritized for legislation, and it has also been stated that the government is preparing a new judicial package. It is noted that the new judicial package will include "execution regulations" and "influence agency," which were removed from the 9th Judicial Package due to reactions.



NEW CONSTITUTIONAL STUDIES



One of the important agenda items of the new term will be the new constitution. TBMM President Numan Kurtulmuş had visited the political parties in the Assembly regarding the new constitution in the previous term. Kurtulmuş will resume party tours to discuss the procedures and principles of the new constitution after October 1. President Erdoğan had also indicated the new legislative year for the new constitution.



LEGISLATIVE PROPOSAL REGARDING THE ECONOMY



The most important agenda of the Assembly in the new legislative year will be the economy. In the first week of October, a new legislative proposal containing economic regulations is expected to be presented to the Assembly. The proposal is said to include new measures to combat unregistered economy.



REGULATION ON UNLICENSED WEAPONS



It is also stated that a regulation regarding the increasing individual armament and unlicensed weapons will be presented to the Assembly in the new legislative term. The proposal is expected to increase penalties for unlicensed weapons and impose severe penalties on those who collect and assemble weapon parts separately or carry them.



COMPETITION LAW PROPOSAL



The competition law proposal, which will regulate digital platforms, is also on the agenda of the TBMM. The regulation aims to reduce digital tax losses and prevent companies like Amazon, Facebook, X, and Starlink from controlling the market.



The proposal to amend the Law on the Protection of Consumers, which was accepted in the commission during the last legislative year, is among the proposals to be discussed in the TBMM General Assembly.



WILL INFLUENCE AGENCY BE INCLUDED IN THE NEW JUDICIAL PACKAGE?



It is noted that President Recep Tayyip Erdoğan will announce the Judicial Reform Strategy Document in the first week of October, and the government will be preparing a new judicial package, which is why topics such as "execution regulations" and "influence agency" will be included in the new judicial package. It is stated that a regulation on execution reduction will be worked on, excluding drug-related, violence against women and children, and terrorism crimes.



CHILD SEXUAL ABUSE ON THE AGENDA OF THE TBMM



In the new term, it is stated that a research commission will be established to prevent child crimes and abuse against children.



BUDGET DISCUSSIONS WILL BE HELD



One of the important agenda items of the TBMM will be the 2025 budget. The budget is expected to be presented to the TBMM in mid-October and discussed in the TBMM Planning and Budget Commission in November. The budget will be discussed in the TBMM General Assembly and legislated by December 31.



MERGER OF DEVA AND FUTURE PARTIES ON THE AGENDA



It is on the agenda for the Future Party, which has a group with the Felicity Party in the Assembly, to form a group with the DEVA Party. It is stated that the Felicity Party is also positively inclined towards the idea of forming a group. If the DEVA and Future Parties form a group in the Assembly, the DEVA Party will also have a say in the General Assembly this term.



EMERGENCY BUTTON IN THE GENERAL ASSEMBLY



During the budget discussions in the last term of the TBMM General Assembly, health care deputies provided first aid to Felicity Party Kocaeli Deputy Hasan Bitmez, who collapsed. Bitmez was taken to the hospital but could not survive. An emergency button has been placed in the Presidency Division section to expedite medical interventions for deputies who fall ill in the General Assembly. With the button to be used by the Deputy Speaker of the Assembly, health teams will enter and intervene. Various measures regarding the fights and disputes that occur in the TBMM will also be implemented this term. To prevent physical fights that may occur in the General Assembly, the sharp corners on the steps leading to the podium have been rounded off.
