A new regulation is being prepared for the missing premium problem affecting the retirement of contracted personnel working part-time due to childcare. If the draft, on which the ministries have agreed in principle, becomes law, contracted employees will be able to complete their missing premium days later by paying a debt (buying back service). The regulation, which concerns more than 400,000 personnel, is expected to be submitted to the Parliament shortly.

A positive step is being taken for contracted personnel who use their right to work part-time to raise their children, but whose retirement is endangered due to incomplete social security premium payments during this period. Thanks to the new regulation, which was discussed at the Population Policies Board and agreed upon among relevant ministries, the way is being opened for contracted employees to later complete their missing days by purchasing them as service credit.

EXISTING INEQUALITY WILL BE ELIMINATED

According to the news reported on NTV; under current legal regulations, when mothers or fathers use their parental rights to reduce their working hours and salary by half, their social security premiums are also paid incompletely. Until now, only permanent civil servants and workers could pay the premiums for these non-working periods later from their own budgets and include them in their retirement calculations.

Those working in contracted personnel status, however, were deprived of this right and faced hardship. The new draft law aims to eliminate this inequality in working life by expanding the privilege of paying missing premiums later to also cover contracted employees.

AFFECTS 400,000 PEOPLE

While more than 400,000 contracted public personnel are currently working across Turkey, approximately 22,000 of these individuals are already benefiting from the part-time work system. With the draft law being enacted, the door to retroactive service credit purchase will be opened for thousands of contracted workers who have suffered salary and premium losses due to caring for their children. Thus, employees will be able to complete their missing premium days voluntarily and prevent their retirement dates from being extended.

DRAFT WILL BE SUBMITTED TO PARLIAMENT SOON

It is stated that the work, which was brought to the table by the Population Policies Board and on which the ministries have agreed in principle, has reached its final stage. It is planned that the draft text being worked on will be completed shortly and submitted to the Grand National Assembly of Turkey (TBMM) for approval as a law proposal, and will be enacted quickly.
