Ankara Metropolitan Municipality Mayor Mansur Yavaş initiated the legal objection process regarding the 'concert investigation' permission granted against him, submitting the objection petition to the Ministry of Interior to be forwarded to the Council of State's First Chamber.

The investigation launched against the Ankara Metropolitan Municipality (ABB) due to corruption allegations related to concerts held in previous years continues, while a striking move has come from ABB President Mansur Yavaş.

YAVAŞ'S OBJECTION TO THE INVESTIGATION PERMIT

Yavaş objected to the permission granted by the Ministry of Interior to the Ankara Chief Public Prosecutor's Office for an investigation against him on charges of 'abuse of office' and 'neglect of duty' regarding allegations of irregularities in ABB's concert expenses. Yavaş submitted his objection petition to the Ministry of Interior to be forwarded to the Council of State's First Chamber.

WHAT HAPPENED?

The Ankara Chief Public Prosecutor's Office, in the investigation regarding ABB's concert expenses, evaluated the allegations against ABB President Mansur Yavaş and his Chief of Staff Nevzat Uzunoğlu as "abuse of office" and "neglect of duty" after the indictment was prepared, and requested an investigation permit from the Ministry of Interior. The Ministry responded positively to this request and decided to grant the investigation permit.

BACKGROUND OF THE INVESTIGATION

According to the report prepared by the Ministry of Interior's Inspectorate, MASAK examination, Court of Accounts review, and expert reports within the scope of the Ankara Chief Public Prosecutor's investigation, it was determined that ABB incurred a loss of 154 million 453 thousand 221.60 lira in the procurement of 32 concert services.

As part of the investigation, on September 23, 14 suspects, including former municipal bureaucrats and company officials, were detained on charges of "abuse of office" and "manipulating a tender."

After the procedures at the police station, the suspects brought to the Ankara Courthouse were referred to the peace criminal court after giving statements to the public prosecutor conducting the investigation.

Of the suspects, 5 were arrested by the on-duty peace criminal court for the crimes of "embezzlement" and "manipulating the tender of public institutions or organizations," while 9 suspects were released under judicial control conditions.

REQUEST FOR UP TO 31 YEARS IN PRISON

After the investigation was completed, an indictment of 59 pages was prepared, requesting prison sentences ranging from 7 years and 6 months to 31 years and 6 months for 14 defendants, 5 of whom are detained, on charges of "qualified embezzlement."

WHO WAS ARRESTED?

Among the suspects, H.A.B., former Head of the Culture and Social Affairs Department of the Ankara Metropolitan Municipality, H.E., former Deputy Head of the Culture Events Branch/ former Deputy Head of the Culture and Social Affairs Department, H.Z., former Deputy Head of the Culture and Social Affairs Department, O.E., owner of Evren Teknik Grup Music Organization San. Tic. Ltd. Şti., and S.Ç., one of the partners of Festiva and Enfest Organization Tourism San. Tic. Ltd. Şti., were arrested by the court for the crimes of "embezzlement" and "manipulating the tender of public institutions or organizations."

The indictment was accepted by the Ankara 34th Heavy Penal Court. The investigation conducted by the Ankara Chief Public Prosecutor's Office concerns 32 concerts held between 2021 and 2024.

The first hearing of the case will be held on January 6, 2026.
