Turkey secured 500 million euros from the Asian Development Bank (ADB) for exporters affected by the earthquakes on February 6, 2023, as well as 150 million euros and 150 million dollars for the region's recovery process. The Minister of Treasury and Finance, Mehmet Şimşek, announced the development by stating, "With this funding, Turkey has set a record for external financing amounts, thanks to the confidence in the economic program."
The efforts to address the damages caused by the earthquakes that occurred on February 6, 2023, in Turkey and to rebuild and reconstruct the region are continuing without slowing down. As part of these efforts, initiatives to secure long-term external financing under favorable conditions from international organizations are also being pursued with determination.
500 MILLION EURO MEGA FINANCING
In this context, 500 million euros of financing has been provided from the ADB to be used by the Turkish Export Credit Bank to meet the financing needs of exporting companies operating in the earthquake-affected region.
Additionally, to support the recovery process after the earthquakes, finance renewable energy investments, and provide cost-effective capacity-increasing resources, 150 million euros and 150 million dollars of financing have been secured from the ADB to be used by the Turkey Development and Investment Bank.
FINANCING REACHED 1 BILLION DOLLARS
Thus, including the 150 million euros of financing provided to the Municipalities Bank on November 12, 2025, the total financing received from the ADB through the Ministry to date has reached approximately 1 billion dollars. With these loans, approximately 8.4 billion dollars of external financing has been provided for the regions affected by the Kahramanmaraş-centered earthquakes since 2023.
MINISTER ŞIMŞEK: RECORD OF ALL TIME
Minister of Treasury and Finance Mehmet Şimşek stated that a total of 16.5 billion dollars of external financing under favorable conditions has been secured this year through the Ministry's efforts, including those in other areas, and noted: "With this resource, Turkey has broken the all-time record in the amount of external financing, thanks to the confidence in the economic program. This external financing will make significant contributions to revitalizing economic activities in the earthquake-affected regions, supporting sustainable growth, and strengthening production capacity. We continue to heal the wounds of the earthquake-affected region. We will continue to secure long-term and favorable external resources for our businesses affected by the earthquake and for the development of the region."
