Uçum shared a statement titled "Note on the Essence of the Right to Hope". He emphasized that the "Right to Hope" is not a regulation specific to individuals and does not mean a special release opportunity for Abdullah Öcalan.

Uçum stated, "The right to hope is not generally a direct opportunity for release. The right to hope is, in fact, the hope of conditional release for everyone sentenced to life imprisonment. In other words, as stated, the right to hope is the hope of conditional release."

ÖCALAN DETAIL CAUGHT ATTENTION

Uçum noted that the right to hope includes those who have received aggravated life sentences, those who were previously sentenced to death and had their sentences converted to life or aggravated life imprisonment, and those who have received aggravated life sentences for terrorism offenses.

In his statement, Uçum said: "When this opportunity is granted to prisoners currently outside the scope, the principles of conditional release will still be applied. The Administration and Monitoring Board, which will make an evaluation at least every six months, or the decision of the Execution Judge in case of an appeal, will determine the process. It will not be an automatic application. The prisoners falling under the scope of the right to hope are as follows: Those who received aggravated life sentences for certain crimes, those who had death sentences converted to life imprisonment or aggravated life imprisonment in the past, and those who received aggravated life sentences as terrorists. Öcalan is also included in the scope of these prisoners. This is the essence of the matter."

"WE HAVE REACHED A CONSENSUS ON THE RIGHT TO HOPE"
