The BTK announced a new cap fee implementation to prevent potential price increases during the transition to 5G technology. According to the regulation, domestic call minutes for mobile operators cannot exceed 4.11 TL, and the SMS fee cannot exceed 2.93 TL. With this decision, citizens will be protected against excessively priced tariffs until 2026, ensuring price stability in the pre-5G period.

The BTK has implemented a new maximum fee schedule to control price increases in the telecommunications sector. Accordingly, Turkcell, Türk Telekom, and Vodafone will not be able to charge above the specified upper limits. This decision prevents operators from demanding high price increases under the pretext of 5G investments or auction fees. The new regulation aims to maintain price stability until 5G is launched on April 1, 2026.



RECORD BID IN 5G AUCTION: 3.5 BILLION DOLLARS



In the recently completed 5G auction, three major operators submitted a total bid of 3 billion 534 million dollars to obtain licenses for 11 frequency packages until 2042. The companies will pay this amount in three equal installments and will be required to adapt their infrastructure for 5G by 2026. Turkey will officially start using 5G technology from this date.



NEW MAXIMUM FEES ANNOUNCED



The new maximum fee schedule published by the BTK is as follows:





  • Domestic call minute: 4.11 TL


  • International call minute: 48.68 TL


  • Domestic SMS: 2.93 TL


  • International SMS: 8.54 TL


  • Unknown number service: 11.65 TL per minute




These fee limits will be valid until 2026 and will prevent consumers from facing sudden price increases.



NEW REGULATIONS FOR SIM CARD AND LINE TRANSACTIONS



While transactions under warranty for SIM card changes remain free, a fee of 180.06 TL will be charged for changes due to loss, theft, or user error. The fee for opening and closing lines has been set at 183.68 TL.



32% PRICE INCREASE LIMIT FOR NON-COMMITMENT SUBSCRIBERS



With the BTK's new regulation, as of October 1, 2025, a maximum increase of 32% can be applied to new tariffs for subscribers whose commitment period has expired. For example, the new price of a package that costs 300 TL cannot exceed 400 TL. This limit will provide protection, especially for non-commitment subscribers.



TARIFF COMPARISON NOW ON E-GOVERNMENT



With the "Tariff Comparison" service implemented by the BTK, citizens can compare the tariffs offered by operators through e-Government. Users will be able to analyze criteria such as connection speed, commitment period, additional benefits, and payment options on a single platform.



ORDERLY TRANSITION TO 5G



With the new regulation, both price stability and competitive balance will be maintained during the transition to 5G. The measures taken by the BTK will prevent operators from making exorbitant price increases under the guise of cost reasons while also protecting the citizens' budget. By 2026, Turkey will step into 5G technology with a balanced and sustainable pricing policy.
