The Ministry of Trade has introduced new regulations regarding certain product groups sold on e-commerce platforms. The ministry has restricted the importation of products identified as high risk, such as shoes, toys, and leather goods (bags and suitcases made of genuine and synthetic leather), through postal or express cargo services to Turkey.
The Ministry of Trade announced that the import of shoes, toys, and leather goods identified as high-risk through 'simplified customs declaration' via postal or express cargo transportation has been restricted.
In a statement from the Ministry, it was noted that "As a result of inspections and laboratory analyses conducted by the General Directorate of Product Safety and Inspection and the General Directorate of Consumer Protection and Market Surveillance, which are affiliated with the Ministry of Trade, it has been determined that 148 out of 182 products examined do not meet product safety criteria and are contrary to regulations. The rate of non-compliant products in these product groups has been determined to be 81 percent.
NEW REGULATION FROM THE MINISTRY OF TRADE
In the inspections conducted, toxic substances such as phthalates, lead, cadmium, and PAHs were found in shoes, toys, and leather goods (bags and suitcases made of real and synthetic leather) well above legal limits. In order to protect human and public health and to ensure that our consumers have access to safe products, a new regulation has been established by our Ministry of Trade regarding these product groups. In this context, the import of shoes, toys, and leather goods identified as high-risk through 'simplified customs declaration' via postal or express cargo transportation has been restricted.
This regulation has come into effect with the General Circular numbered 2025/11 dated October 20, 2025. As the Ministry of Trade, we will continue to resolutely protect consumer health and ensure that our citizens have access to safe products through market surveillance and inspection activities," the statement said.
