The Istanbul 2nd Administrative Court issued a stay of execution decision regarding the election of the deputy mayor held to replace the arrested Üsküdar Mayor Sinem Dedetaş. The Istanbul Governorship announced that the first deputy speaker of the assembly will carry out the duty until a new election is held.
The Istanbul Governorship issued a press release announcing the legal process regarding the deputy mayor election held in the Uskudar Municipality.
According to the statement made by the Governorship, the Istanbul 2nd Administrative Court stayed the execution of the election of the Deputy Mayor, which was held with the municipal council decision numbered 76 taken on August 5, 2026, in the Uskudar Municipality. It was stated that the court's decision was made in accordance with the provisions of Article 27 of Law No. 2577, on the grounds that "if the action subject to the lawsuit is implemented, damages that are difficult to compensate may arise."
FIRST DEPUTY CHAIRMAN WILL PERFORM THE DUTY
Following the decision, who will act as the mayor has also become clear.
According to the statement from the Istanbul Governorship; in accordance with the provisions of Article 45 of the Municipality Law No. 5393, until a new Deputy Mayor is elected, the first deputy chairman of the Uskudar District Municipal Council will perform the duty. If the first deputy chairman is absent, the second deputy chairman will serve as acting.
According to the information on the Uskudar Municipality's website, the first deputy chairman of the Uskudar Municipality is Ali Aral from the CHP. The second deputy chairman is Sibel Tan Çetinkaya, also from the CHP, who won the election.
WHAT HAPPENED?
The Istanbul 2nd Administrative Court stayed the execution of the council decision regarding CHP member Sibel Tan Çetinkaya winning the deputy chairmanship election held in the Uskudar Municipal Council.
The court noted that in the third round of the election, the 5 votes counted as invalid were deemed invalid even though the preferred candidate for these votes was understood, and evaluated that the election was "not conducted in an objective, impartial, and transparent manner."
An appeal against the decision can be made to the Istanbul Regional Administrative Court within 7 days. It was learned that the lawyers of Sibel Tan Çetinkaya, the Uskudar Deputy Mayor who won the election, will appeal the decision.
