A new application is being implemented to prevent fraud in real estate listings. Starting from February 1, it will be mandatory to declare the "actual sale price" in title deed transactions. Additionally, under the EIDS framework, real estate consultants will only be able to enter property listings with e-Government authorization. The new application aims to reduce the risks of fraud.

The long-standing practice of "declaring a low value on the title deed" in real estate sales will face stricter controls in 2026.

"REAL SALE PRICE" WILL BE MANDATORY

The compliance between the declared sale price in title deed transactions and bank transfers will be the focus of inspections. Authorities emphasize that the actual sale amount will be taken into account in official records.

The title deed fee continues to be charged at 4% of the total sale price in practice. However, in the new period, it is expected that low declarations shown slightly above the market value will be more easily detected. The alignment of the sale price with official and financial records is becoming increasingly important.

NO UNAUTHORIZED ANNOUNCEMENTS WILL BE PUBLISHED AFTER FEBRUARY 1, 2026

Under the Ministry of Trade's Electronic Announcement Verification System (EAVS), authorization through e-Government is becoming mandatory for real estate sale announcements. As of February 1, 2026, it is aimed to prevent the publication of sale announcements without the owner's approval. The application aims to reduce the risks of fake and duplicate announcements as well as fraud.

DETAILS OF THE NEW APPLICATION

  • Title deed information and identity verification will be required before an announcement is made.
  • Real estate consultants will only be able to create announcements with the authorization provided by the property owner through e-Government.
  • Authorized announcements will be displayed on platforms with the "Verified Announcement" label.
  • Citizens who want to sell their homes individually will also have to complete this verification; otherwise, announcement entry will not be possible.
