The "Presidential Circular No. 2025/15 Regarding the Preparations for the 2026-2028 Investment Program" has been published in the repeated issue of the Official Gazette. According to the circular, priority will be given to ongoing priority projects that can be completed in the shortest time for budget proposals and allocations on a project basis, and no new projects will be included in the investment program except in cases of necessity within the scope of savings measures.

The General Circular for the Preparation of the 2026-2028 Investment Program has been published in the repeated issue of the Official Gazette. In the circular published with the signature of President Erdoğan, it was stated that the Twelfth Development Plan will be implemented during the 2024-2028 period with the aim of maintaining macroeconomic stability, increasing production, and raising the welfare level of society in line with the goal of enhancing the welfare and happiness of citizens to higher levels.

In the circular, it was emphasized that the main priority is to maintain macroeconomic and financial stability by making savings in public expenditures, reducing inflation to maintain price stability, increasing domestic savings, reducing the current account deficit, and further strengthening public financial balances and fiscal discipline. Within the framework of these goals and priorities, it was reported that the allocation and efficient use of resources dedicated to public investments will be a fundamental principle to maximally contribute to the targeted policies for the upcoming period in order to increase the speed and quality of public services.

The circular pointed out that while maximizing savings from public investment expenditures, priority will continue to be given to economic and social infrastructure investments that support development potential, and included the following statements: "Public sector investments will be designed and implemented in a way that complements private sector investments with a holistic approach. Public investment priorities will be determined in a way that supports the innovative and productive investments and trade of the private sector, and priority will be given to quality infrastructure investments that will improve the business, production, investment, and living environment. Resources allocated for public investments will be directed to infrastructure areas that will meet priority social needs and support productive activities, while ensuring that investments are cost-effective, efficient, and timely, that the existing capital stock is used more effectively, and that investment expenditures are converted into economic and social benefits as soon as possible."

PRIORITIES THAT CAN BE COMPLETED IN THE SHORTEST TIME IN ALLOCATION PROPOSALS AND ALLOCATIONS

In the preparations for the 2026 Investment Program, it was indicated in the circular that the objectives, policies, priorities, and financial framework included in the Twelfth Development Plan and the 2026-2028 Medium-Term Program (MTP) prepared in this direction will be taken as the basis, and it was emphasized that the strategic plans of public administrations will also be taken into account, provided they are in line with the MTP.

The circular emphasized that in the allocation proposals and allocations on a project basis, priority will be given to those ongoing priority projects that can be completed in the shortest time, and stated: "As part of the savings measures, new projects will not be included in the 2026 Investment Program, except in cases of necessity. Necessary maintenance and repairs will be prioritized to make maximum use of the existing public fixed capital stock, and projects that do not directly serve the urgent needs of our citizens and the increase in added value in the economy will not be proposed."

The circular stated that all institutions, regarding the preparations for the 2026 Investment Program, should take into account the specified issues and the priorities, principles, and investment ceilings mentioned in the "2026-2028 Investment Program Preparation Guide" in the upcoming process, and within the ceiling, they should promptly send any project-based change proposals in their investment proposals sent in response to the Strategy and Budget Presidency's "Investment Requests Announcement" dated June 13, 2025, through the Public Investments Information System (KaYa) available at "kaya.sbb.gov.tr" to the Presidency. The "2026-2028 Investment Program Preparation Guide" was also included in the annex of the circular.
