Russian President Vladimir Putin made a statement regarding peace negotiations with Ukraine. Putin, who initiated the Istanbul talks in 2022, said, "We are ready for peace negotiations with Ukraine based on the Istanbul talks."

PUTIN: WE ARE READY FOR PEACE NEGOTIATIONS WITH UKRAINE

Russian President Vladimir Putin made an important statement regarding peace negotiations with Ukraine. Speaking at a meeting with government officials in Moscow, Putin pointed to the Istanbul talks held in 2022 under Turkey's mediation. 

Putin said, "We are ready for peace negotiations with Ukraine based on the Istanbul talks." Putin, arguing that Moscow is open to a diplomatic solution, emphasized that a new process should be conducted based on these decisions. Putin stressed that attacks cannot stop the Russian army's advance in Ukraine and underlined that Russia remains open to peaceful negotiations.

"UKRAINE ADOPTS TACTIC OF ATTACKING CIVILIAN INFRASTRUCTURE"

Stating that the primary responsibility for preventing threats related to Ukrainian attacks lies with the Russian Ministry of Defense and other security agencies, Putin said, "However, the Russian government must also take additional measures to minimize and reduce the consequences of such actions to zero." Putin stated that Ukraine adopts the tactic of attacking civilian facilities and infrastructure in Russia as the situation on the front deteriorates.

Putin noted that Ukraine aims to disrupt Russia's energy supply and affect the tourism season, and said that this intention was clearly communicated to them through various channels.

ISTANBUL TALKS

The peace negotiations held in Istanbul in March 2022 under Turkey's mediation were one of the most important initiatives that brought the parties together on a diplomatic ground in the early period of the war; during the talks, sensitive issues such as Ukraine's neutrality status, security guarantees, and military structure were discussed, and an agreement was reached between the parties on prisoner exchange in terms of the humanitarian dimension.

However, as a result of the complete erosion of mutual trust following developments on the ground and especially the news from Bucha, the Istanbul Process unfortunately did not evolve into a final peace agreement, and diplomatic channels soon became blocked, giving way to renewed intense conflict.
