In the first round of the renewed deputy chairman election at the Bayrampaşa Municipal Council, the AK Party candidate İbrahim Akın received 19 votes, while the CHP candidate Recep Öztürk received 18 votes. However, in the second round, a discussion arose when one vote was declared invalid due to the misspelling of Akın's surname. Reacting to the decision, AK Party Istanbul Provincial Chairman Abdullah Özdemir stated, "This is a rule of law; we will never allow any will to be usurped."

Bayrampaşa Mayor Hasan Mutlu was detained on September 13 as part of an investigation conducted by the Istanbul Chief Public Prosecutor's Office. An investigation was launched against him for the crimes of 'bribery', 'corruption', 'qualified fraud', and 'interfering with a tender'. Mutlu, who was referred to the courthouse, was arrested by the court and sent to prison.

THE FIRST ELECTION DETERMINED BY LOTTERY WAS CANCELLED

After Hasan Mutlu was suspended from duty by the Ministry of Interior, the election held on September 21 in the Bayrampaşa Municipal Council resulted in a tie in the 4th round of voting, leading to a lottery draw in which the CHP candidate İbrahim Kahraman was elected as deputy mayor. Following the election, the AK Party candidate İbrahim Akın, who objected to the lottery result that declared CHP's İbrahim Kahraman the winner of the deputy mayor election, applied to the administrative court for annulment. The Istanbul 8th Administrative Court, which evaluated the application, decided to suspend the proceedings until the case is concluded. With this decision, the election process for the Bayrampaşa Deputy Mayor was put on hold until the court's final decision.

ANOTHER BALLOT WAS SET UP

Following the statement made by the Istanbul Governorship, "In accordance with the provisions of Article 45 of the Municipal Law No. 5393; it has been deemed appropriate for the Bayrampaşa District Municipal Council to convene on Sunday, October 26, 2025, at 18:00 to elect the Deputy Mayor," another ballot was set up today for the deputy mayor election at the Bayrampaşa Municipality. In the deputy mayor election, the AK Party nominated İbrahim Akın, while the CHP nominated Recep Öztürk.

NO RESULT IN THE FIRST ROUND

The voting started 30 minutes late due to preparations and the crowded hall. In the secret ballot, the number 26, which corresponds to a 2/3 majority, was sought for the candidates in the first two rounds. In the first round, AK Party candidate Akın received 19 votes, while CHP candidate Kahraman received 18 votes. In this round, two ballots cast for AK Party's İbrahim Akın were deemed invalid by the Council's 1st Deputy Chairman İbrahim Kahraman because the surname was written as "Akin." However, after objections were made, these votes were accepted as valid.

CHAOS ENSUED WHEN THE VOTE FOR THE AK PARTY CANDIDATE WAS DEEMED INVALID IN THE SECOND ROUND

In the second round, the Council's 1st Deputy Chairman Kahraman claimed that a ballot with the name of AK Party candidate İbrahim Akın had the surname written as "Aleın" instead of "Akın," and thus deemed the vote invalid. Kahraman stated that both candidates received 18 votes, while one vote was considered invalid. Following the decision of the Council's board, chaos erupted in the hall as groups clashed with each other.

STRONG REACTION FROM AK PARTY ISTANBUL PROVINCIAL CHAIRMAN ÖZDEMİR

AK Party Istanbul Provincial Chairman Abdullah Özdemir and the Chairman of the TBMM Justice Commission, Cüneyt Yüksel, who followed the voting, stated that the Council's 1st Deputy Chairman İbrahim Kahraman had usurped authority and abused his power, and they filed an objection. Özdemir said, "This is a rule of law state. We will never allow any will to be usurped in the Republic of Turkey. This is not a council that can be managed by a chairman who commits such usurpation of will."
