In the tender for the privatization of vehicle inspection services, bids totaling $1.72 billion were received for two regions. During the 20-year concession period, 30% of the inspection fees for the first three years, 40% for the next seven years, and 50% for the last ten years will be transferred to the Treasury as public share. In the new period starting in 2027, a free call center will be established to provide inspection services.

The tender for the privatization of vehicle inspection services for 20 years was held yesterday, and it will be necessary to establish a free call center to meet the demands and complaints regarding appointments and inspections in the new period starting in 2027.

The vehicle inspection services in Turkey were privatized in two regions as a result of the tender held on December 20, 2004. The concession agreements for the construction, maintenance, and operation of the first and second region vehicle inspection stations were signed on August 15, 2007. The duration of these agreements will expire on August 14, 2027.

A TENDER WAS HELD IN TWO REGIONS

Since the duration of the existing contracts will end in 2027, and to ensure that public service continues without interruption after the expiration of the contracts, a tender process was initiated for the privatization of the construction, maintenance, and operation of vehicle inspection stations in two regions for the period of 2027-2047.

In the tender held yesterday by the Privatization Administration, the MOI Joint Venture Group (Met-Gün İnşaat Taahhüt ve Ticaret AŞ-Itversia Gestion S.L.-Opus Group AB-VTV Norte SA) offered a total of 1 billion 720 million dollars, with 830 million dollars for the first region vehicle inspection services and 890 million dollars for the second region vehicle inspection services.

PUBLIC SHARE WILL INCREASE GRADUALLY

After obtaining the opinions of the Competition Authority and the President's decisions, as well as the Council of State's views, the concession agreements will be signed in the technically concluded tenders. The purchasing company will make public share payments at the rate specified in the relevant legislation from the inspection fees it collects, as in the current practice, in addition to the privatization fee. According to the legislation, during the 20-year concession period, 30% of the inspection fees for the first three years, 40% for the next 7 years, and 50% for the last 10 years will be transferred to the Treasury as public share.

SERVICE AT EUROPEAN UNION STANDARDS

With investments related to vehicle inspection stations, inspection services will be carried out through the private sector without burdening the public budget. In this context, according to the tender specifications for the new concession period starting on August 15, 2027, a total of 249 fixed stations will be established, with 125 in the first region and 124 in the second region, as an initial investment, along with 10 motorcycle stations. Additionally, 93 mobile stations will be put into service, with 47 in the first region and 46 in the second region. In this scope, inspections of motorized and non-motorized vehicles registered in traffic will be conducted according to European Union standards.

CREDIT CARD COMMISSION WILL NOT BE PASSED ON TO CITIZENS

The obligation to build the vehicle inspection stations that will provide services and to make all necessary machinery and equipment investments will fall on the operators. While there are approximately 31 million 300 thousand vehicles in Turkey, mostly consisting of cars, the operator may open new stations depending on the increasing number of vehicles during the 20-year period. If payments for inspection services are made by credit card or other collection methods suitable for the technological conditions of the day, costs such as commissions will not be passed on to citizens.

A FREE CALL CENTER SERVICE WILL BE PROVIDED

At the stations, services will be provided to meet the needs and requests of individuals bringing their vehicles for inspection, such as electric charging stations, ATMs, and cafeterias. A free call center will also be established to address the appointment requests and complaints regarding the inspection processes of individuals bringing their vehicles for inspection.
