A bureaucrat friend from within the process outlined a roadmap as follows: PKK will announce its decision to dissolve and lay down arms tomorrow (Monday) unless an extraordinary situation arises. Öcalan directly intervened to resolve the disputes within the organization. The arms will be handed over in Suleymaniyah and Erbil under the supervision of Turkey. About 300 high-level leaders of the organization will go to third countries such as South Africa and Norway, but never to Iran, Iraq, or Syria. Members of the organization who have not committed crimes will return to the countries they hold citizenship in, while approximately 4,000 Turkish citizens will be gradually taken at the border. In the first phase, the return of the children of the Diyarbakır mothers will be ensured. Öcalan will remain in İmralı. There will be no guarantor countries like the USA and France. PKK members will also benefit from the new Penal Code, and arrangements will be made for the release of the elderly and sick. Depending on the course of the process, a ground for cooperation in the Parliament for a new Constitution will be sought, the penal legislation will be reorganized, and when a social consensus is formed in the advanced phase, a partial amnesty may come to the agenda.
