SO-CALLED LEADERS WILL GO TO TWO COUNTRIES

About 300 so-called leaders of the terrorist organization will go to third countries such as South Africa and Norway. Members of the organization who have not committed crimes will return to the countries they hold citizenship in, while approximately 4,000 Turkish citizens will be gradually taken at the border.

TRUSTEES WILL RETURN TO THEIR DUTIES

Once the PKK dissolves and terrorism ends, the mayors appointed as trustees in municipalities will be reinstated. Tayyar also stated, "I would like to add this; the applications on the ground will solidify the course of the process more than the decisions made at the table."

Here is the full statement from Şamil Tayyar:

A bureaucrat friend from within the process outlined a roadmap as follows:

  • PKK will announce its decision to dissolve and lay down arms tomorrow (Monday) unless an extraordinary situation arises.
  • Öcalan directly intervened to resolve the disputes within the organization.
  • The arms will be handed over in Suleymaniyah and Erbil under the supervision of Turkey.
  • About 300 high-level leaders of the organization will go to third countries such as South Africa and Norway, but never to Iran, Iraq, or Syria.
  • Members of the organization who have not committed crimes will return to the countries they hold citizenship in, while approximately 4,000 Turkish citizens will be gradually taken at the border.
  • In the first phase, the return of the children of the Diyarbakır mothers will be ensured.
  • Öcalan will remain in İmralı.
  • There will be no guarantor countries like the USA and France.
  • PKK members will also benefit from the new Penal Code, and arrangements will be made for the release of the elderly and sick.
  • Depending on the course of the process, a ground for cooperation in the Parliament for a new Constitution will be sought, the penal legislation will be reorganized, and when a social consensus is formed in the advanced phase, a partial amnesty may come to the agenda.
  • The restructuring of the DEM will be inevitable, but it will not be able to use the name PKK.
  • Once the PKK dissolves and terrorism ends, the mayors appointed as trustees in municipalities will be reinstated.
  • Turkey will not withdraw from the region for a long time in the face of the possibility of a new restructuring by breaking away from the organization.
  • The YPG structure in Syria will be planned together with the Damascus administration, non-Syrian members of the organization will be expelled, and the remaining ones will join the Syrian army.

HOW DID THE PROCESS START AND CONTINUE?

MHP Chairman Devlet Bahçeli stated at his party's group meeting on October 22, "If the terrorist leader's isolation is lifted, let him come and speak at the TBMM DEM Party group meeting. Let him proclaim that terrorism has completely ended and the organization has been dissolved."

After Bahçeli's statement, the DEM Party delegation applied to the Ministry of Justice on November 26, 2024, to meet with the terrorist organization's leader Abdullah Öcalan in İmralı. On December 9, 2024, Bahçeli applauded the speech of DEM Party Co-Chair Tuncer Bakırhan, who called for a new beginning during the budget discussions in the Parliament.

On December 27, 2024, Justice Minister Tunç responded positively to the DEM Party's request. The first meeting of the DEM Party with PKK leader Öcalan took place on Saturday, December 28, and the second meeting was held on Wednesday, January 22. Following that, the DEM Party delegation visited their parties. On February 16, Sunday, the delegation met with Neçirvan Barzani, President of the Iraqi Kurdistan Regional Government, and Mesut Barzani, President of the Kurdistan Democratic Party in Iraq, in Erbil.

On Monday, February 17, they met with Bafil Talabani and Kubat Talabani in Suleymaniyah. After another meeting with Öcalan, the DEM Party delegation made a statement, reading Öcalan's message. In his message, Öcalan stated, "I call for the laying down of arms and I take on the historical responsibility of this call." Before the statement, the last photo of Öcalan taken on İmralı Island was also shared.

DEM Party Spokesperson Ayşegül Doğan stated on May 9 at the Party Headquarters, "It is a matter of time for PKK to announce that it has convened its congress. This is an important step. The aftermath of this step will also be significant," she said. Shortly after Doğan's statement, the terrorist organization PKK announced that it had convened its congress from May 5 to 7.
