Following the announcement of the 2025 excuse and permanent authority decrees by Justice Minister Yılmaz Tunç, it was noted in the list published by the HSK that Bursa Chief Public Prosecutor Ramazan Solmaz, who was seen dining with Mehmet Ağar, has been appointed to the Court of Cassation. Under the decree, 621 judges and prosecutors were appointed, 1,840 permanent authority regulations were made, and it was announced that a significant number of new courts would begin operations in 2026.

Tunç stated that they have appointed 621 judges and public prosecutors within the scope of the Judicial and Administrative Judiciary 2025 Year Excuse and Continuing Authority Decrees and made 1840 continuing authority regulations.

Mustafa Çelenk, the Chief Public Prosecutor of Diyarbakır, has been appointed in Solmaz's place.

STATEMENT FROM MINISTER TUNÇ

Justice Minister Yılmaz Tunç, who announced that the "Judicial and Administrative Judiciary 2025 Year Excuse and Continuing Authority Decrees" have been published by the Judges and Prosecutors Council, reported that 621 judges and public prosecutors have been appointed and 1840 continuing authority regulations have been made within the scope of the decrees.

Tunç stated that they have activated a total of 17 new chambers, including 12 criminal chambers and 5 civil chambers, and noted the following:

"Thus, we have significantly increased the capacity of the appellate judiciary. We have decided to activate the Heavy Penal Courts of Beyşehir, Erbaa, Kahta, and Merzifon as of January 2, 2026. By ending the divided court practice, we have made 319 courts independent and activated 404 courts along with the 85 new courts we have established. In administrative judiciary, we have made 219 judge appointments. We have activated the Regional Administrative Courts of Diyarbakır, Kayseri, and Antalya. We have activated new Administrative and Tax Courts in Bingöl, Amasya, Hakkari, and Şırnak."
