The Ministry of Agriculture and Forestry has published new regulations regarding the packaging and market supply of ethyl alcohol in the Official Gazette. Sales can be made in packaged form for quantities under 250 liters, while for quantities above that, sales can be conducted using containers or tankers. Producers are required to comply with the regulations regarding packaging and tax stamps.

The sale of ethyl alcohol in packaged form below 250 liters and in containers or tankers above 250 liters has been decided. The Communiqué on the Packaging and Labeling of Ethyl Alcohol, prepared by the Ministry of Agriculture and Forestry, has been published in the Official Gazette and has come into force.

With the Communiqué, procedures and principles regarding the determination of packaging volumes and characteristics of ethyl alcohol for the establishment of market safety, as well as the application of labels or similar means in the sale of ethyl alcohol, have been established. Accordingly, ethyl alcohol produced or to be imported will be labeled before being offered for sale in packaged, bottled, or bulk form.

No labels will be applied to packaged ethyl alcohol produced for export or to ethyl alcohol shipped in bulk by tankers or containers for export.

PAY ATTENTION TO THE 7-DAY DETAIL!

On the labels of packaged ethyl alcohol to be exported, the phrase "Produced for Export Purposes" will be written in the language of the country to which it will be exported and in Turkish. Before the shipment of ethyl alcohol export transactions, it will be necessary to enter the information related to the export into the Alcohol Trade Platform (ATİP) and to issue an Alcohol Transfer Document, upload the closed customs declaration related to the exported product to ATİP within 7 days from the date of declaration closure, and register the information related to the exported products in the Ethyl Alcohol Monitoring System (EİS).

CONDITIONS FOR MARKETING ETHYL ALCOHOL

Ethyl alcohol can be offered for sale in packaged form below 250 liters and in containers or tankers above 250 liters. Depending on the intended use, ethyl alcohol for general use can be in volumes of 1, 5, 10, and 20 liters, ethyl alcohol for medical use can be in 5 liters, analytical purity ethyl alcohol for analysis can be in 50 cl, 1, and 2.5 liters, undenatured ethyl alcohol as a food industry input can be in 20, 100, and 1000 liters, undenatured ethyl alcohol as a pharmaceutical industry input can be in 25, 220, and 1000 liters, denatured ethyl alcohol as a cosmetic industry input can be in 250, 500, and 1000 liters, and denatured ethyl alcohol for other industrial sectors excluding cosmetics can be in 500 and 1000 liters packaging and container volumes.

THERE IS A 1000 LITER LIMIT

Ethyl alcohols below 1000 liters cannot be offered for sale outside the packaging and container volumes specified in the regulation. For ethyl alcohols produced for export, the provision "Ethyl alcohol is offered for sale in the specified packaging and container volumes according to its intended use" will not be applied. The packaging and containers for ethyl alcohol will be offered for sale in white plastic for general use ethyl alcohol, matte black plastic for medical use ethyl alcohol, white plastic or glass for analytical purity ethyl alcohol, white plastic for undenatured ethyl alcohol as a food industry input, white plastic for undenatured ethyl alcohol as a pharmaceutical industry input, white plastic for denatured ethyl alcohol as a cosmetic industry input, and white plastic for denatured ethyl alcohol for other industrial sectors excluding cosmetics. A letter of compliance will be obtained from the Mint before using the packaging and containers. Packaging and containers that are not approved by the Mint cannot be used. The acceptance criteria for the packaging and containers to be used will be determined by the Mint.

REGISTRATION IN EİS IS MANDATORY FOR DISTRIBUTION LABEL

Companies that obtain a distribution suitability certificate from the Tobacco and Alcohol Department of the Ministry of Agriculture and Forestry (TADAB) will register in EİS. Bandrol requests from companies that do not register in EİS will not be fulfilled. Producers and importers will be responsible for providing all kinds of information requested regarding the bandrol processes by TADAB, the Mint, and authorized companies, and for facilitating the necessary inspections and audits. Administrative sanctions specified in the relevant articles of the Spirits and Spirituous Beverages Monopoly Law will be applied to those who act contrary to the provisions of the Communiqué. If acts requiring judicial sanctions are detected under the relevant articles of the Anti-Smuggling Law, a criminal complaint will be filed with the Chief Public Prosecutor's Office. Producers and importers will apply to the Mint for a letter of compliance within 60 days from the determination of the nature and application method of the bandrols to be applied to the packaging, containers, and tankers they will use.
