This is not a separate state, but a comprehensive principle of democratic governance."
"A Turkey Without Terror" target, the 60-page report prepared by the National Solidarity, Brotherhood, and Democracy Commission established in the Turkish Grand National Assembly (TBMM) was accepted by a majority vote in the Commission.
IMRALI DELEGATION PUBLISHED ÖCALAN'S MESSAGE
The development resonated widely in the public, while on Monday, February 16, the DEM Party delegation visiting Imralı published a message from the terrorist leader Abdullah Öcalan regarding the process.
The statement from the DEM Party Imralı delegation is as follows; "On February 16, 2026, we had a meeting lasting approximately three and a half hours with Mr. Öcalan in Imralı. Mr. Öcalan made important evaluations that we can summarize below:
'My life has always been lived at a great pace since my first rebellion in the family. I continue this to this day. The process we have left behind has proven our ability and strength to transition from a politics of violence and division to democratic politics and integration.
"THE REPORT MUST BE CONSISTENT WITH SOCIAL REALITIES"
'The TBMM Commission report must be consistent with fundamental social realities. The nature of the commission report will be extremely important for the future progress of the process. An approach based on the logic of "eliminating terrorism" expresses a lack of solution, not a political solution.
'The Peace and Democratic Society Process is a process that continuously reassesses itself and determines its strategy and tactics. I consider this meeting as an introductory meeting for Democratic Integration. On this occasion, I respectfully remember our friend Sırrı Süreyya. In my opinion, he was a good news and a very valuable friend.
"KURDS ARE ALSO IN THE FOUNDATION OF THE REPUBLIC"
'The process leading to the establishment of the Republic was built on the unity of Turks and Kurds. Although it has been altered later, traces of this can be seen in all documents. This issue was recognized during the War of Independence, in congresses, and in the declaration of the republic. Mustafa Kemal himself made observations about the Kurds at the press conference in Izmit on January 17, 1921. This republic was definitely not built without the Kurds. Those who deny this speak every word with a sharp and destructive language every day. Kurds are also in the foundation of the Republic. The subsequent legal texts excluding the Kurds and banning Kurdishness and Kurdish language have produced denial and rebellion. The process we are in is a process to end denial and rebellion. We now want to discuss how we will come together and live together in peace.
"In the Middle Ages, there was a relationship based on religious unity, and the system of fiefdoms was built this way. Today, we will integrate with the republic based on appropriate contemporary measures and rationality. There needs to be an architecture for this. Not denying the Kurdish existence does not mean establishing the architecture. Architecture cannot be lawless and principle-less. It would also be incorrect to reduce the issue to a few changes in criminal law articles. The main elements of this architecture, that is, the fundamental principles of integration, are present in the February 27 declaration. This is a political program.
"CITIZENSHIP EXPRESSES THE BOND WITH THE STATE"
"There is a matter of defining citizenship. Citizenship expresses the bond established with the state. Citizenship describes the connection to the state regardless of ethnicity, language, belief, or system of thought. For example, it does not matter if one is socialist, capitalist, Muslim, Christian, Kurdish, or Arab. Everyone can be a citizen of the state.
"I prefer to say free citizen. It can also be called constitutional citizenship, but free citizenship is broader than that. One will be free in their religion, free in their nationality, and free in their thoughts. Does the definition of citizenship in Turkey meet this? It is somewhat vague. It will express and organize its existence freely in religious, ideological, and national terms. This will be done in a way that respects democratic boundaries and the integrity of the state.
"A free citizen should be as free in expressing their national identity as they are in expressing their religion and thoughts. If you cannot impose your religion and language on others, you should not impose your nationality either. Everyone should be able to express their nationality and identity freely.
"THE INTEGRATION OF KURDS WILL BE ONE OF THE FUNDAMENTAL PILLARS OF THE REPUBLIC"
"We said that we want to live as a Democratic Society and we put "Peace" at the forefront. A democratic society expresses the ability to freely construct its social identity. The society has cultural elements; it has health institutions, education and sports institutions, hospitals, and economic institutions. If society can freely construct these, it gains a democratic quality. A strong state is the one that shows flexibility.
"These are the main principles of our integration and organization model. There is nothing here that will mean nationalism or religiosity, including a unitary state. We are talking about the institutions and construction of a democratic society. Undoubtedly, there is no place for violence here in any way. Integration into the Democratic Republic is as important as the establishment of the Republic. We carry out all our work with the spirit of the Democratic Republic. The integration of Kurds will be one of the fundamental pillars of the Republic. We are lifting the brotherhood that has been upside down for two hundred years and fulfilling the requirements of brotherhood law. This is the construction of the new century, even the new millennium.
"HISTORY WAS NOT MADE BY LEAVING KURDS ASIDE"
"What is in line with the spirit of democratic integration is the existence and institutionalization of a local democracy. This is what we propose for Syria as well. What I mean by local democracy is this: It can be a city or a village, and they should have the right to express themselves freely and govern themselves. The conditions of local governance are clear. I am not talking about a separate state or region. An expanded version of the European Charter of Local Self-Government that is compatible with our social reality would also provide a strong basis for this.
"These proposals take into account the existence and rights of not only Kurds but also all other peoples and faith communities in their respective places. History was not made by leaving Kurds aside. The first to declare Kurdistan was Sultan Sencer. Kanuni said he leaned his back there. We need to move away from a politics based on the fear of Kurds, from seeing Kurds as a phobia and fear.
"WE HAVE ABANDONED WEAPONS AND VIOLENCE"
"Our issue has a security dimension, but it also has a broader political dimension. Because we will do politics. Weapons and violence have been abandoned. We will conduct a tremendous democratic politics. Our society needs this as much as bread and water. Everything should not be suffocated by security. Security politics should also prioritize politics. We will be a political community: a community of democratic politics.
In the matter of the unity of Kurds, my proposal for the relationship between Kurds themselves and the fragmented Kurds among themselves is "Democratic Unity." This is not a separate state, but a comprehensive principle of democratic governance.
