In the debate that started upon President Erdogan's instruction to collect municipal debts, the focus turned to the accumulated debts of the municipalities. Following the instruction that was described by CHP Chairman Ozgur Ozal as a "financial blow to CHP municipalities," the Ministry of Labor and Social Security announced that it had issued the SGK debts of the municipalities, stating that 67.7% of them belonged to CHP municipalities. CHP, on the other hand, says that most of these municipalities' debts were accumulated before the CHP's administration.

The debate that started with President Erdogan's instruction to start collecting municipal debts continues with mutual statements. President Erdogan announced the approach described by CHP Chairman Ozgur Ozal as a "financial blow to CHP municipalities" with the following words: "If you want to benefit retirees, give instructions for your municipalities to pay their accumulated debts to the Social Security Institution. Currently, our Ministry of Treasury and Finance will start collecting these debts from the source. There are no simits for 25 kurus."

"67.7% OF THE 96 BILLION SGK DEBT BELONGS TO CHP MUNICIPALITIES"

In response to this, Minister of Labor and Social Security Vedat Isikhan announced that the total premium debt of the municipalities to the Social Security Institution (SGK) was 96 billion liras, emphasizing that the most indebted municipalities belonged to the CHP, and said, "Our advice to CHP mayors is to pay the insurance premiums that are the rightful earnings of the workers as soon as possible. We need to share the issue not through political party competition or rhetoric, but through data and figures, by only stating the facts." Isikhan added that 67.7% of the total 96 billion SGK debt belonged to CHP municipalities. CHP emphasizes that most of these municipalities' debts were accumulated before the CHP's administration.

Here are the debts of the municipalities taken over by CHP:

  • Balikesir: CHP candidate Ahmet Akin won the municipality by receiving 51.10% of the votes, taking it from the AK Party. The previous total debt of Balikesir Metropolitan Municipality, which was announced with a banner hung on the municipality building, was 15 billion 428 million 985 thousand 173 liras (15,428,985,173 TL). As of March 31, 2024, the total debt is recorded as 15 billion 428 million 985 thousand 173 TL, with general budget debts of 10 billion 766 million 85 thousand 271 TL, BASKI debts of 3 billion 492 million 819 thousand 924 TL, and debts belonging to companies of 1 billion 170 million 79 thousand 977 TL. The SGK debt accounts for 90 million TL of the total debt.
  • Bursa: CHP candidate Mustafa Bozbey won the municipality by receiving 47.62% of the votes. Approximately 670 million TL of Bursa Metropolitan Municipality's total debt of around 30 billion TL consists of SGK debts.
  • Manisa: CHP candidate Ferdi Zeyrek won the elections with a rate of 57.18%. Zeyrek took over the municipality with a debt of 1.2 billion TL from the MHP. While the SGK debt of the municipality is not known exactly, 416 million 587 thousand TL was spent, including 1 million TL for dried fruit, three weeks before the May 31 elections when the municipality was under the control of the AK Party.
  • Afyonkarahisar: CHP candidate Burcu Koksal won the municipality with a rate of 50.73%, taking it from the AK Party. When the municipality was taken over from the AK Party, it had a total debt of 1 billion 574 million 884 thousand 596 TL, 174 million of which consisted of institutional debts.
  • Amasya: CHP candidate Turgay Sevindi won the elections with a rate of 42.73%. The municipality, which was taken over from the MHP, had a total debt of 529 million 264 thousand 778 lira and 31 kuruş, and the SGK debt of the municipality was 233 million 974 thousand TL.
  • Bartin: CHP candidate Muhammet Yalcinkaya won the elections with a rate of 51.29%. The municipality, which was taken over from the MHP with a debt of 251 million 301 thousand TL, had an SGK debt of 10 million 338 thousand TL.
  • Giresun: CHP candidate Fuat Kose won the municipality by receiving 54.55% of the votes, taking it from the AK Party. The municipality, which was taken over from the AK Party with a total debt of 1 billion 714 million 887 thousand TL, had an SGK debt of 62 million TL.
  • Kastamonu: CHP candidate Hasan Baltaci won the elections with a rate of 48.98%. When it was taken over from the MHP, the total debt of the municipality was 505 million 471 thousand TL, 68 million 844 thousand TL of which consisted of tax and SGK debts.
  • Kirikkale: CHP candidate Ahmet Onal won the elections with a rate of 49.84%. Onal took over the municipality from the AK Party with a debt of 691 million 203 thousand TL, 73 million 386 thousand TL of which consisted of SGK debt.
  • Kilis: CHP candidate Hakan Bilecek won the elections with a rate of 41.96%. Bilecek took over the municipality from the AK Party with a debt of 482 million 11 thousand TL, 39 million 805 thousand TL of which consisted of SGK debts.
  • Kutahya: In Kutahya, CHP candidate Eyup Kahveci won the elections with a rate of 29.68%. While the total debt of the municipality taken over from the MHP was 1 billion 765 million 741 thousand TL, it is not known how much of it is the net SGK debt.
  • Usak: CHP candidate Ozkan Yalim won the elections with a rate of 40.67%. The municipality was taken over from the AK Party with a total debt of 1 billion 276 million 816 thousand TL. The SGK debt of the municipality is not known exactly.
  • Zonguldak: CHP candidate Tahsin Erdem won the elections with a rate of 54.40%. While it was announced that the debt of the municipality taken over from the AK Party was 1 billion 153 million 308 thousand 77 lira, 193 million 819 thousand TL of it consisted of SGK debt.
