With the regulation added to the 11th Judicial Package, the General Health Insurance (GSS) premium debts before January 1, 2016, will be completely erased. While approximately 1.5 million people's debt burden will be lifted, the state will forgo a collection of 3.2 billion Turkish liras.

The Turkish Penal Code and the Proposal for Amendments to Certain Laws, known to the public as the "11th Judicial Package," prepared with the signatures of AK Party members of parliament, has been submitted to the Presidency of the Grand National Assembly of Turkey. One of the important provisions in the proposal is the regulation regarding GSS premium debts.

ALL GSS DEBTS BEFORE 2016 WILL BE WAIVED

According to the provision added to the bill, all unpaid GSS premium debts from the period before January 1, 2016, as well as the collection of ancillary receivables such as late fees and penalties related to these debts, will be completely abandoned.

It is reported that thanks to this regulation, 1 million 477 thousand people will be relieved of their debts, and a total of 3 billion 258 million lira in receivables will be waived.

THOSE WHO HAVE NOT TAKEN THE INCOME TEST AND HAVE WEAK PAYMENT CAPACITY WILL BENEFIT

Citizens who are unable to pay their debts despite restructuring, who face high premium debts because they have not taken the income test, or who have delayed premium payments due to low income levels constitute the main target group of the regulation.

The GSS system, which came into effect in 2012, is based on the principle that everyone living in Turkey pays premiums according to their income level or that premiums are covered by the state.

FREE EXAMINATION FOR SYRIANS WILL BE REMOVED

With the regulation made in the Temporary Protection Regulation, starting from January 1, 2026, a participation fee will be charged for health services from foreigners under temporary protection, and payments for those who do not have the financial capacity will be refunded upon request. Additionally, direct applications to private healthcare institutions by those with temporary protection status who are determined to have no payment capacity have also been prohibited.
