In the collective bargaining increase for 6.5 million civil servants and retired civil servants covering the years 2026 and 2027, the Public Officials Arbitration Board proposed a raise of 11% + 7% for 2026 and 5% + 4% for 2027. Following this decision, Memur-Sen and Kamu-Sen announced that they would withdraw from the Arbitration Board.
The Public Arbitration Board has completed its fourth meeting to determine the salary increase rate in the collective agreement for civil servants and retirees. According to the decision made at the meeting, the proposal of 11+7% for 2026 remains unchanged. The proposal was increased by one point for the first six months of 2027 and proposed as 5+4%.
INCREASE DECISION APPROVED
The decision made by the Board was communicated to the parties in writing, and the Public Arbitration Board approved the civil servant salary increase.
DECISION TO BE PUBLISHED IN THE OFFICIAL GAZETTE
The board, consisting of 11 members, includes public representatives, academics, and representatives of unions. The board is required to make its decision within 5 business days. Accordingly, the last day for the final decision will be Wednesday, August 27 (tomorrow). Neither party will be able to appeal the outcome. The final decision will come into effect upon publication in the Official Gazette.
ALI YALÇIN: WE WITHDREW FROM THE ARBITRATION BOARD
Ali Yalçın, the President of Memur-Sen, stated regarding the 8th Term Public Collective Bargaining process, "In the Collective Agreement that resulted in a deadlock, 58 Gains were voted on in the Arbitration Board, which we recorded with the Meeting Minutes. Some positive steps were taken with our reactions and insistence in the Arbitration Board, but these do not solve the problem. We withdrew from the Arbitration Board."
Additionally, Kamu-Sen also withdrew from the Arbitration Board, leaving no civil servant representatives at the table.
WHAT DID MEMUR-SEN REQUEST?
Memur-Sen had requested a total increase of 88% for the first year and a total increase of 46% for the second year during the collective bargaining negotiations.
However, the government's offer fell far below this. The government's latest offer was 11% for the first six months of 2026, 7% for the second six months, 4% for the first six months of 2027, and 4% for the second six months. Additionally, the proposal for a 1,000 TL base salary increase given on August 15, 2025, was reiterated.
THE DECISIONS OF THE ARBITRATION BOARD ARE AS FOLLOWS:
The process of the Public Servants Arbitration Board, which started on 23/08/2025, was concluded on 26/08/2025 with the following decisions.
1- A total of 58 articles related to financial and social rights were accepted in the 8th Term Collective Bargaining negotiations.
In this context, significant improvements were made in the financial rights of personnel employed in public institutions and organizations, including technical (engineers, architects, technicians, etc.), health (veterinarians, midwives, nurses, etc.), and legal services classes, as well as personnel with titles such as chief, supervisor, deputy director, and director, and personnel in the auxiliary services class and general administrative services class without any additional payments.
2- The general salary increase rate for public servants is accepted as follows;
For the first period of 2026: 11%, for the second period: 7%
For the first period of 2027: 5%, for the second period: 4%
3- It was accepted to increase the base salaries of public servants by 1,000 TL for the first period of 2026.
Additionally, in the Board;
- The increase for those in the General Administrative Services and Auxiliary Services Class who do not benefit from additional payments was raised to 10 points,
- The foreign language compensation for public servants was increased,
- Overtime pay for protection and security personnel during official and religious holidays was approved,
- An increase was made in the existing rate for family assistance for families with disabled children,
- A decision was made to extend the duration for public servants' disabled spouses and children to benefit from public housing.
