The Arbitration Board has decided to implement a raise of 11% plus 7% for the year 2026, and 5% plus 4% for the year 2027. Following the decision, Memur Sen and Kamu-Sen announced that they are withdrawing from the Arbitration Board, while the Arbitration Board approved the raise.

Following the failure to reach an agreement on the salary in the 8th Term Public Collective Bargaining negotiations concerning civil servants and retired civil servants, the works of the Public Officials Arbitration Board continue after the application of the Public Employer Committee.
In this context, the 4th meeting of the Public Officials Arbitration Board was held under the chairmanship of the President of the Court of Accounts, Metin Yener. During the meeting, representatives of the confederations and public employer representatives negotiated the collective bargaining demands brought to the board.

For the first 6 months of 2026, an increase of 11%, for the second 6 months, 7%, for the first 6 months of 2027, 4%, and for the second 6 months, 4% was evaluated. The figures for 2027 were revised to 5% for the first 6 months and 4% for the second 6 months.
MEMUR-SEN PRESIDENT YALÇIN: WE WITHDREW FROM THE ARBITRATION BOARD
After the Arbitration Board's new salary offer to civil servants, Memur-Sen General President Ali Yalçın stated, "In the Collective Bargaining that resulted in a deadlock, the 58 Gains we recorded with the Meeting Minutes were voted on in the Arbitration Board. Some positive steps were taken with our reactions and insistence in the Arbitration Board, but these do not solve the problem. We withdrew from the Arbitration Board." The government's last offer was an increase of 11% for the first six months of 2026, 7% for the second six months, 4% for the first six months of 2027, and 4% for the second six months. Additionally, the proposal for a 1,000 TL base salary increase given on August 15, 2025, was reiterated.
