In Yalova, messages have emerged regarding the Provincial Directorate of Migration Management, where the Provincial Director S.S.Ç. and migration experts Emre K. and Mesut A. were suspended as part of an investigation into charges of 'bribery', 'extortion', 'forgery of official documents', and 'abuse of power'. They allegedly conducted interviews unlawfully to issue a decision to deport two Iranian sisters.

The Yalova Chief Public Prosecutor's Office launched an investigation against the Provincial Directorate of Migration Management for the crimes of 'Bribery', 'Extortion', 'Forgery in official documents', and 'Misuse of duty'. On October 14, teams from the Anti-Smuggling and Organized Crime (KOM) Branch of the Provincial Police Department conducted an operation.

Nine people, including the Provincial Directorate of Migration Management Director S.S.Ç., were detained. It was alleged that S.S.Ç., employees E.K. and M.A., interpreters A.N. and Y.G., job follower Q.G., real estate agent S.S.Y., and tradesmen A.B.J.B. and G.D. delayed the international protection applications of foreign nationals. The investigation revealed that employees of the Provincial Directorate of Migration Management contacted foreign national women to request meetings and that there were account movements with those who had their applications processed. Additionally, it was claimed that interpreters associated with the institution demanded money from applicants to expedite their applications.

In a statement from the Yalova Governorship, it was noted that the personnel of the Provincial Directorate of Migration Management who were detained were suspended from their duties for the integrity of the investigation. After their procedures at the police station, 9 suspects were referred to the courthouse, where Emre K., an employee of the directorate, was arrested by the court, while 8 suspects, including S.S.Ç., were released under judicial control.

Additionally, before the operation, M.B., a civil servant who was transferred from the Yalova Provincial Directorate of Migration to Diyarbakır, was also released after giving a statement in Diyarbakır as a 'suspect' upon instruction.

SHE HAD THE IRANIAN SISTERS' REJECTION DECISION MADE

While the investigation was ongoing, it was reported that many foreigners living in the city claimed they were victimized by Provincial Migration Director S.S.Ç., Migration Specialist Emre K., and Mesut A., and wanted to file a complaint with the police and the prosecutor's office. Among these individuals, Mina N.V. (38) and her sister Neda N.V. (34), who came to Ankara legally in 2017 due to family issues in their country, settled in Yalova after a while and obtained international protection documents from the Provincial Directorate of Migration Management. Messages shared by S.S.Ç. in a WhatsApp group with employees indicated that he instructed personnel regarding the sisters, who had not yet been interviewed, saying, "Let both be at the same time. We need to do both at the same time," and "If necessary, Mr. M. will intervene; a rejection will be given anyway."

THEY CONDUCTED AN INTERVIEW IN 20 MINUTES

It was alleged that S.S.Ç. advanced the interviews of the sisters, whose passport validity periods were about to expire, to Wednesday, May 18, 2022, at 09:00, and that he had the rejection decision for Neda N.V. taken on the same day and time by Migration Specialist Mesut A., who is currently suspended. S.S.Ç. was also accused of having Mina N.V.'s interview conducted by Emre K., the only suspect currently in custody, and that he had the interviews, which lasted between 2 to 6 hours, conducted in 20 minutes by the two specialists. In the screenshot of the rejection decision given to the sisters, it was determined that Emre K., who had previously been questioned for improperly conducting an interview with a foreign national woman, misled the sisters to expedite their deportation. It was also alleged that S.S.Ç. instructed personnel to have them sign the notification document without reading it to prevent them from appealing the quickly issued rejection decision and requested that they not mention the legal process.

Neda N.V., who appealed the rejection decision, won the case, while her sister received an unfavorable result from the commission she applied to.

It was alleged that after the secret interview conducted by Migration Specialist Emre K. with a foreign national F.S., who was claimed to have a romantic relationship with him without the knowledge of the International Protection Group Presidency in 2022, his defense was also taken after the interview was revealed. Following complaints from personnel at the directorate, it was reported that the investigation initiated and reported to the Yalova Governorship was led by Provincial Director S.S.Ç., who protected the personnel who acted improperly and only imposed a reprimand.

While serving as the Residence Group President, it was also claimed that Emre K., who granted conditional refugee status to a foreign national woman unrelated to his duties, was married but had similar relationships with many other foreign national women. After his improper actions, Emre K. was assigned to desk jobs for about 2 years, and it was determined that he was later appointed to the International Protection Group Presidency, the unit where he committed the irregularities, by Provincial Director S.S.Ç.
