The Ministry of National Education has revoked the licenses of 48 private schools identified as implementing a "ghost class" practice this year, where lessons were not conducted and attendance was not taken into account. Additionally, many private schools found to have carried out the same practice in 2025 were fined approximately 300 million lira in administrative penalties.
The Ministry of National Education (MEB) General Directorate of Private Educational Institutions has continued its comprehensive inspections this year for private schools that establish "ghost classes" where lessons are not conducted and attendance is not taken for 12th-grade students who do not meet the conditions for transitioning to open high school but wish to prepare for university entrance exams with full-time courses.
During the inspections, it was determined that some students did not fully attend school, did not participate in exams, that the attendance records of students who did not attend school were not processed by school administrations, and that false grade entries were made. It was also found that students who did not meet the registration requirements for formal secondary education institutions were enrolled, and the equivalency documents presented during registration were not included in the Ministry's records.
48 PRIVATE SCHOOLS' LICENSES REVOKED
As a result of the investigations carried out throughout the year, the Ministry revoked the licenses of 48 private schools that were found to have committed violations of the regulations under the Private Educational Institutions Law No. 5580.
3RD VIOLATION TRIGGERS LICENSE REVOCATION
According to the law, if violations are detected by establishing "ghost classes," an administrative fine is imposed twice, and in the case of the same violation occurring for the third time, the license revocation process is initiated. It was stated that the licenses of private schools that were determined to systematically engage in unlawful activities could be revoked directly.
300 MILLION LIRA ADMINISTRATIVE FINE IMPOSED
In this context, it was reported that approximately 300 million lira in administrative fines were imposed on numerous private schools identified as having established "ghost classes" in 2025, and that the licenses of these schools would be revoked if they acted unlawfully for the third time. Ministry officials emphasized that inspections regarding the educational processes and activities in private schools would continue resolutely.
