Critical details continue to emerge in the investigation launched against Beykoz Municipality on charges of 'manipulating a tender' and 'establishing a criminal organization.' It has been revealed that Veli Gümüş, the Chief of Staff at Beykoz Municipality, who was detained as part of the investigation, resides in a residence with a rental fee of 200,000 TL despite receiving a salary of 65,000 TL.

Striking details have emerged in the investigation launched against the Beykoz Municipality for the crimes of "manipulating a tender" and "establishing a criminal organization." It was determined that the companies participating in the municipality's tenders acted in an organized manner, and it was revealed that critical discussions took place in a WhatsApp group named "Beykoz Kahvecisi."

THE ADDRESSES AND VEHICLES OF THE COMPANIES ARE THE SAME

In the investigation conducted by the Financial Crimes Unit of the Istanbul Police Department, it was found that most of the 15 main and 60 subsidiary companies called for tenders used the same address, and even their vehicles were common. Technical surveillance showed that the company owners communicated in the WhatsApp group about the bids, payments, and agreements made in the tenders.

RECEIVING A SALARY OF 65 THOUSAND TL BUT...

It was determined that Veli Gümüş, the Private Secretary of Beykoz Municipality, who was detained as part of the investigation, stated in his testimony at the police that he received a salary of 65 thousand TL for his position, but he was found to be living in a residence with a rental fee of 200 thousand TL.

THOSE WHO RESISTED WERE REASSIGNED

According to witness statements, it was alleged that Beykoz Mayor Alaattin Köseler pressured employees to award a tender to a specific company, and those who resisted were either reassigned or dismissed. It was learned that Köseler, who was detained at his home by police teams on the morning of the operation day, greeted the teams in a suit.

FAKE INVOICES WERE ISSUED

The Beykoz Municipality Support Services Directorate announced a tender for "Various Food Purchases for Use in Restaurants" on November 28, 2024. The tender was set at 18 million 811 thousand 278 TL, and it was awarded to "Mali Gıda ve İnşaat Sanayi Ticaret Limited Şirketi" for 13 million 780 thousand 922 TL. Invoices were issued for the first shipment on December 17, 2024, just one day after the contract was signed.

NEVER ENTERED THE BOUNDARIES OF BEYKOZ

It was revealed that the vehicle, which was stated to be used for the shipment of products such as oranges, onions, zucchini, carrots, green onions, mint, parsley, and celery stalks listed on the invoice, was actually a fuel tanker carrying "hazardous materials." Additionally, when the PTS records of the vehicle were examined, it was understood that it had never been within the boundaries of Beykoz on the delivery date specified in the invoice.

INVOICE EXISTS BUT NO PRODUCTS WERE SHIPPED

As a result of the investigations, it was determined that although there was an invoice indicating that a shipment was made to Beykoz Municipality, there were no products shipped. Moreover, the vehicle stated to be used in the vegetable and legume tender turned out to be a fuel tanker. The whereabouts of the 1 million 470 thousand 291 TL and the fate of the money obtained through fake tenders and bogus invoices are unknown.

DISMISSED FROM OFFICE

Following the arrest of Beykoz Mayor Alaattin Köseler as part of the investigation into the crime of "manipulating a tender," he was dismissed from his position by the Ministry of Interior with a decision dated March 4, 2025.

ELECTION WILL BE HELD ON MARCH 10

Following the developments, the Beykoz Municipal Council will convene to elect a new deputy mayor in accordance with Article 45 of the Municipal Law No. 5393. The election to determine the new deputy mayor will be held on Monday, March 10, 2025, at 14:00 in the Beykoz Municipality Council Meeting Hall.
