Memur-Sen presented demands to improve the economic conditions of civil servants during the 8th Term Collective Bargaining negotiations conducted with the Ministry of Labor and Social Security. The union requested a salary increase of 10,000 TL for the base salary, a 10% welfare share, and a 25% proportional increase for the first 6 months of 2026. For the second 6 months of the year, it requested a 20% proportional increase.

Additionally, another notable proposal from Memur-Sen was the payment of a bonus of 23,400 TL to civil servants during religious holidays. The union emphasized that this bonus would reduce the financial burdens on civil servants, increase social welfare, and provide a safeguard against economic fluctuations.

THE COLLECTIVE BARGAINING PROCESS FOR CIVIL SERVANTS AND RETIRED CIVIL SERVANTS BEGINS

Minister of Labor and Social Security Vedat Işıkhan spoke at the preparatory meeting for the "8th Term Collective Bargaining Negotiations" covering the years 2026-2027.

Recalling that many gains were witnessed in the past through the consensus mechanism as the Public Employer Delegation and the Public Officials Trade Unions Delegation, Işıkhan stated, "In this year's meeting, inspired by our President Recep Tayyip Erdoğan's leadership, we will witness various gains as always, with the reformist policies of the AK Party governments and a citizen-focused understanding for our public employees and citizens retired from public service. As a ministry, we meet with our social stakeholders at every opportunity and place special importance on our consultation and dialogue mechanisms," he said.

Minister Işıkhan noted that the 7th Term Collective Bargaining negotiations covering the years 2024 and 2025 were successfully conducted in August 2023. Thanking the union leaders who acted with the principles of consensus and social dialogue during the process, Işıkhan stated that many gains were achieved for service branches and public officials in these negotiations.

Minister Işıkhan continued:

"To summarize, we provided a cumulative increase of 130% to our public officials during this period, including the inflation difference. In this context, the lowest civil servant salary, which was 392 TL in 2002, has reached 50,503 TL in 2025, thus achieving a real increase of 264%. Currently, we have ensured that the collective bargaining bonus, which is paid four times a year, is paid monthly. We made improvements in the salaries of many public employees, such as technical services and health services personnel, lawyers, directors, deputy directors, and chiefs. We converted the preparation allowance for the academic year, which was 1,400 TL in 2023, into a coefficient, raising it to 5,265 TL according to today's data. We doubled the education allowance for academic staff. We made significant increases in overtime pay.

On the other hand, important steps have been taken during the AK Party governments regarding many issues related to public personnel management, such as the removal of the headscarf ban in public service, which is a disgrace to human dignity and a black mark on democracy, the transition of contracted personnel to permanent positions, and the transition of workers employed under subcontractor status in public service to permanent positions. These issues have been successfully resolved. I hope these gains will once again be beneficial for our country and public employees."
