The sealing process planned for today at CityMall Shopping Center, where at least 600 people whose licenses have been revoked are employed, has been suspended by the Regional Administrative Court's decision to stay the execution. Suat Yıldız, the Deputy Mayor of Atakum, stated, "The sealing has been canceled," providing information about the process.
In Samsun, the sealing procedures planned to be carried out today at CityMall Shopping Center, whose license was revoked by a court decision, have been suspended by the Regional Administrative Court's decision to stay the execution.
COURT RULED TO SUSPEND SEALING PROCEDURES After the court process, Samsun Metropolitan Municipality and Atakum Municipality had sent a notification for "sealing on December 4, 2025" for the shopping center and approximately 20 businesses inside. In response, the shopping center management applied to the Samsun 3rd Administrative Court to suspend the said procedures. The court requested all documents related to the building permit, business opening, and operating licenses from the municipalities, seeking a defense, and ruled to suspend the closure-sealing procedures until the process is concluded. The Regional Administrative Court expanded the stay of execution decision given for one store to apply to the entire shopping center.
The 3rd Administrative Court annulled the closure and sealing decisions of both the Metropolitan Municipality and Atakum Municipality, and unanimously ruled in the case of the stay of execution filed for City Mall Shopping Center, stating, "Until a new decision is made, the execution of the sealing and closure procedures for the CityMall Shopping Center and the business in question on December 4, 2025, shall be suspended, and it is mandatory to send the original or certified copy of the file containing all information and documents related to the contested action to the Court Presidency along with the defense of the administration, within the time limit of this interim decision; otherwise, a decision may be made based on the existing information and documents in the file, and this situation may create administrative, criminal, and legal liability for the relevant parties," was communicated to the defendant administration; and in accordance with Article 27/5 of the same Law, the defendant administration was given a period of 30 days to respond to the defense and interim decision; the decision to notify the parties was made unanimously.
800 PEOPLE ARE EMPLOYED In response, the Regional Administrative Court also made a decision regarding the shopping center, which employs approximately 800 people, transforming the request of a single store into a general decision and issuing a stay of execution for all shops.
DEPUTY MAYOR: SEALING HAS BEEN CANCELED Providing information about the process, Atakum Deputy Mayor Suat Yıldız stated, "As a result of the notification sent earlier, there was a sealing procedure for the shops today. However, the court issued a stay of execution for the case opened by one store. The Regional Administrative Court accepted this decision as a general decision and issued a stay of execution for the sealing procedures in all stores. Thus, the sealing has been canceled."
WHAT HAPPENED? In the process so far at CityMall Shopping Center, Atakum Municipality had issued business opening permits, and after the Samsun Metropolitan Municipality revoked the shopping center's license in accordance with the court decision, the district municipality also revoked the permits it had issued to the businesses. Subsequently, notifications were sent to all businesses in the shopping center.
