The Plan and Budget Commission approved a regulation that foresees a uniform salary increase of up to 30,000 TL for high-level bureaucrats. The increase covers top-level bureaucrats such as general directors, agency heads, inspectors, auditors, ambassadors, and experts from the Ministry of Foreign Affairs and other ministries, while teachers, police officers, doctors, and engineers are not included in the regulation.

The Planning and Budget Commission approved the regulation that foresees a uniform salary increase of up to 30,000 TL for general managers, institution heads, department heads, inspectors, and experts. However, broad groups of public employees such as teachers, police officers, doctors, and engineers were excluded from the scope.

REGULATION ON SALARY INCREASE PASSED THE COMMISSION

The salary regulation concerning the upper echelons of public bureaucracy was accepted in the TBMM Planning and Budget Commission. The proposal anticipates a uniform salary increase of up to 30,000 TL for general managers, department heads, institution heads, provincial directors, as well as inspectors and experts. If the regulation is also approved by the TBMM General Assembly, a significant salary increase will be implemented for the relevant positions.

MANY HIGH-LEVEL POSITIONS INCLUDED IN THE REGULATION

Positions benefiting from the regulation include the Secretary General of the TBMM, ambassadors, provincial and regional directors of ministries, deputy heads of SGK and AFAD, provincial police chiefs, provincial muftis, various auditor and expert positions, foreign service officers, consular officers, and many positions in the upper management of the Presidency and YÖK. Additionally, personnel working in the Ministry of Treasury and Finance, the Strategy and Budget Directorate, and the Revenue Administration will receive an additional payment not exceeding 200% of the highest civil servant salary.

SOME POSITIONS EXCLUDED FROM THE SCOPE

Due to the "central–provincial" distinction in the proposal, some specialized positions were excluded from the scope. If the regulation passes the General Assembly, income, accounting, provincial migration, provincial planning, provincial disaster and national estate experts, as well as social security and trade inspectors will not benefit from the uniform salary increase.

NO SALARY INCREASE FOR TEACHERS, POLICE OFFICERS, DOCTORS, AND ENGINEERS

While the regulation created expectations among broad groups of public employees, its scope did not include these groups. Professions such as teachers, police officers, doctors, nurses, architects, urban planners, and engineers were not included in the regulation.
