Syrian opposition leader Abu Muhammad al-Julani announced that those who torture prisoners will not benefit from the amnesty. Al-Julani also called on the international community to hand over the fugitives to justice.

Syrian opposition leader Ahmed El Sharaa, known as Abu Muhammad al-Jawlani, made a statement following the revelation that thousands of prisoners have been subjected to torture and have lost their lives during the regime of Bashar al-Assad in Syria.
