TÜRK-İŞ and HAK-İŞ have prepared a joint wage demand regarding the Public Collective Labor Agreements Framework Protocol, which will determine the wage increases for approximately 600,000 public workers in 2025-2026. The two confederations will present their joint demand to the Ministry of Labor and Social Security next week.
The authorized confederations have completed their preparations for the 2025 Public Collective Labor Agreements Framework Protocol, which covers nearly 600,000 workers in public institutions and organizations, including highways, railways, electricity generation plants, ministries, universities, and hospitals.
Ramazan Ağar, Vice President of TÜRK-İŞ, and Deputy Presidents Devlet Sert and Halil Çukutli of HAK-İŞ finalized the joint wage rate determination after a consensus between the two confederations.
The joint wage demand prepared by the two confederations takes into account the compensation for the losses of wages against inflation as well as a share of welfare.
Unlike previous periods, the wage demand, which includes new articles, will be presented separately by TÜRK-İŞ and HAK-İŞ to the Ministry of Labor and Social Security within the next week.
After the workers' demands are presented, attention will turn to the government. The negotiation process will begin with the government's evaluation of the demands.
OTHER AGREEMENTS ARE ALSO CLOSELY RELATED
On the other hand, the 8th Term Collective Agreement negotiations, which will determine the wage increase rate for approximately 4 million civil servants and 2.5 million retired civil servants, will start on August 1, covering the years 2026-2027. In this context, the 2025 Public Collective Labor Agreements Framework Protocol, which concerns public workers, is also significant in terms of collective labor agreements to be signed in the private sector, especially the Group Collective Labor Agreement of the Turkish Metal Industrialists' Union (MESS).
