The Istanbul Chief Public Prosecutor's Office is conducting investigations against Istanbul Metropolitan Municipality (IMM) President Ekrem İmamoğlu and 99 suspects for crimes including "being a leader of a criminal organization," "being a member of a criminal organization," "bribery," "qualified fraud," "illegally obtaining personal data," and "interfering with a tender." Additionally, investigations have been initiated against İmamoğlu, IMM Deputy Secretary General Mahir Polat, and Şişli Mayor Resul Emrah Şahan, among 7 suspects, for the crime of "aiding the PKK/KCK terrorist organization."
THERE ARE TWO INVESTIGATIONS
In the first statement made by the Istanbul Chief Public Prosecutor's Office, accusations of "relationship with terrorism" were directed. This investigation includes the following allegations:
- It was determined that Ekrem İmamoğlu formed an alliance with the terrorist organization's umbrella structure, the Peoples' Democratic Congress (HDK), based on urban reconciliation, which was announced by media affiliated with the terrorist organization.
- İmamoğlu, Deputy Secretary General Polat, Mayor Şahan, Reform Institute President Çalışkan, fugitive suspect A. B., who was found to be active in the ideological field structure of the PKK/KCK terrorist organization, and H. A., an employee of Spectrum House owned by A. B., and Deputy Mayor Özdemir participated in the "Urban Reconciliation" activities.
- Considering that İmamoğlu, along with other suspects, determined the lists of municipal council members with his approval during local elections, he committed the crime of aiding the PKK/KCK terrorist organization by knowingly participating in the urban reconciliation activity aimed at increasing the terrorist organization's influence in the metropolises, as expressed by the organization's management.
The second investigation against İmamoğlu includes allegations of corruption and bribery. The Istanbul Chief Public Prosecutor's Office shared the following information regarding these allegations:
- Forcing businessmen to pay money, obtaining unfair profits by acting in concert with some, generating income from crimes through transactions made via pawn individuals,
- Submitting high-priced offers for the qualified service procurements of the IMM subsidiaries, Meyda A. Ş. and Kültür A. Ş.,
- Requesting bribes from many businesses, attempting to forcibly collect money from victims who did not accept, based on decisions obtained from the Municipal Councils,
- Transferring money to construction sites owned by organization leader İmamoğlu with the initial advance payments received by organization members who won tenders from MEDYA A. Ş., KÜLTÜR A. Ş., KİPTAŞ, and İSFALT.

MAJORITY OF SUSPECTS ARE MUNICIPAL EMPLOYEES
Most of those taken into custody due to the bribery file are employees of the municipality's companies named Kültür A. Ş. and Medya A. Ş., as well as managers of companies involved in outdoor advertising that work with these two companies. The reasons for the detention of these individuals have not been detailed, and it is currently unknown what they are being accused of.

President of Öykü Dialogue International Agency. Advertiser and political consultant. Known for managing Ekrem İmamoğlu's election campaigns and providing communication consultancy.
Ali Nuhoğlu
Chairman of the board of Nuhoğlu Holding, which includes Nuhoğlu Construction. It was claimed that İmamoğlu purchased some villas not listed in his asset declaration from this company at a low price.
Ertan Yıldız
Advisor to Ekrem İmamoğlu. Also a municipal council member. He serves as the president of the "Affiliates and Subsidiaries Commission" in the council. He also holds the position of chairman of the board at the Istanbul Management Agency.
Emrah Bağdatlı
Former cameraman. Producer, owner of a production company. Worked in the press sector, served as a cameraman. Now the owner of a company called Şimdi Yapım. It was alleged that Bağdatlı received various tenders from IMM through Şimdi Yapım and Değişik Hikayeler Content Design Production companies. It is claimed that Bağdatlı received many tenders from KİPTAŞ and Kültür AŞ, and established an advertising company with about 35 employees working for him, receiving tenders, with many of these companies located at the same addresses and submitting price offers for the same files.
Merthan Açıl
Married to Kübra Subaşı, sister of Acun Ilıcalı's ex-wife Şeyma Subaşı. Allegedly, Merthan Açıl received various tenders from Kültür A. Ş. with his advertising company named Creative Media.
Ercan Saatçi
Musician. It was alleged that he received tenders from IMM with his agency, Saatçi Ajans.
Mehmet Muhittin Palazoğlu
Brother of the son-in-law of Ahmet Mahmut Ünlü, known as Cübbeli Ahmet. Owner of Vessen Yapı and AdStation Advertising companies.
Yusuf İlbak / Ali İlbak / Murat İlbak / Mustafa İlbak
Owners of İlbak Holding. The holding operates in various fields, including outdoor advertising with companies such as Kentvizyon Media Communication Marketing, PL Advertising Trade Industry, and University Media Marketing.
Tuncay Yılmaz
General manager of İmamoğlu Construction Company. He was targeted in allegations regarding "bribery distributed to delegates before the CHP congress."
Fatih Keleş
President of the IMM Sports Club. Keleş's name also came up in bribery allegations during the congress. He claimed to have transported money to the office in the Istanbul building acquisition case known as the "money counting" incident.

Murat Kapki
Murat Kapki is a founding partner and chairman of the board at ADVERTCITY. Some news reports claimed that this company received tenders for advertising spaces given for overpasses from IMM.

Businessman. Chairman of the board of Karsal Örme company.
Adem Soytekin
Chairman of the board of Asoy Construction company. It was alleged that Asoy Construction received tenders for 15 kindergartens from IMM, as well as for 500 housing units in Silivri from KİPTAŞ and some general street renovation tenders.

Owner of Gül Construction. Eight people, including Ali Gül, were arrested in a corruption investigation at Büyükçekmece Municipality, but were later released.
