The Istanbul 45th Civil Court of First Instance requested the suspension of the ongoing preparations for the Provincial Congress after the Supreme Election Council (YSK) decided that the extraordinary Provincial Congress of the CHP in Istanbul could be held. The court sent a letter to the Istanbul Governorship and the local election board.
Just minutes before the CHP Istanbul Provincial Congress, the Istanbul 45th Civil Court sent a letter to the Istanbul Governorship and the district election board to suspend the congress due to a lawsuit filed for cancellation.
In the court letter dated September 24, 2025, it was stated, "The precautionary decision given has not yet started the appeal process, and the decision made by our court is current and valid. Holding the elections of the Republican People's Party Istanbul Provincial Congress on 24/09/2025 is contrary to our court decision, and the activities must be suspended until the precautionary decision given by our court is lifted or changed by the Istanbul Regional Court of Appeal, which is the legal remedy authority."

The congress was scheduled to start at 11:00, but a request for suspension came from the court.
WHAT HAPPENED IN THE LEGAL PROCESS?
Following the decision of the court in Istanbul, the Ankara Third Civil Court rejected the cancellation lawsuit of the CHP Istanbul Provincial Congress on its merits. In response, the CHP announced that the case had been dropped and applied to the court for the removal of the trustee decision. However, Gürsel Tekin announced that he would continue in his position.
The case regarding the Istanbul Provincial Presidency and the cancellation of the CHP's 38th Ordinary Congress held on November 4-5, 2023, and the 21st Extraordinary Congress on April 6, 2025, was merged on the grounds of "legal and factual connection" between the files. The next hearing of the CHP's congress case will be held on October 24 at 10:00.
