Istanbul Governor Davut Gül made a statement regarding stray animals in the city. Gül said, "Neither mass culling nor roaming freely or lack of control is acceptable. The law is clear: stray animals must be immediately collected, neutered, and kept in shelters under appropriate conditions. In Istanbul, 46% of stray animals have been collected, and all remaining will be collected."

Governor Gül stated in a statement on his social media account that bringing stray animals under control is not a choice but a clear necessity.
Gül, noting that extreme approaches are not a solution, said, "Neither mass culling nor neglect or lack of control is acceptable. The law is clear: stray animals will be immediately collected, sterilized, and kept in shelters under appropriate conditions. In Istanbul, 46 percent of stray animals have been collected, and the rest will all be collected."
"CITIZENS' SAFETY IS OUR UNQUESTIONABLE PRIORITY"
Governor Gül emphasized that there will not be a single stray dog on the streets and added: "Citizens who wish to adopt may do so only to keep these animals in their own homes or gardens. The breeding, sale, and adoption of banned breeds are legally prohibited. Administrative and legal actions are taken against those who violate these rules. This duty lies with the municipalities. All municipalities will fulfill this obligation immediately and completely. No negligence or delay will be tolerated. Citizens' safety is our unquestionable priority. Not even the slightest weakness in public order and city security will be permitted."
