According to the MASAK report, only 20% of the concert expenses of the Ankara Metropolitan Municipality were allocated to artists, while 80% went to contractor firms. In the payment of 759 million TL, fake invoices and irregular transfers were detected, and 13 suspects were detained.

As part of the investigation conducted by the Ankara Chief Public Prosecutor's Office, the reports prepared by MASAK, the Court of Accounts, and expert witnesses regarding the concerts organized by the Ankara Metropolitan Municipality (ABB) between 2021 and 2024 revealed striking findings.

759 MILLION TL CONCERT EXPENSE

According to the reports, a total payment of 759 million TL was made for the concerts. However, 608 million TL of this amount was transferred to only four companies (ENFEST, FESTİVA, EVREN, and UNIVERCE). Moreover, it was determined that there were familial ties among the companies and that the paid amounts were transferred to personal accounts.

ONLY 20% TO ARTISTS

According to the MASAK report, the amount paid to the artists who performed at the concerts corresponds to only 20% of the total expenditure. It was determined that the remaining 80% was distributed among the contracting companies.

FAKE INVOICES AND MONEY TRANSFERS

  • It was recorded that Evren Teknik Grup Müzik Organizasyon issued fake invoices and made purchases worth millions of liras.
  • It was revealed that some companies were not located at their registered addresses, were newly established, and had no activities other than issuing invoices.
  • It was determined that a total of 163 million TL was transferred to a restaurant and entertainment venue named "Yolkenarı" in Istanbul.
  • Of the 365 million TL check collection made through Evren Teknik, 325 million TL was transferred to İrfan Ç.'s account, and 39 million TL to Murat Ö.'s account.

13 SUSPECTS IN CUSTODY

As part of the investigation, 13 people, including former executives of ABB and the owners of the organizing companies, were detained on charges of "abuse of office" and "manipulating the tender."

MAJOR PUBLIC LOSS

The reports emphasized that ABB caused a public loss of over 154 million TL for only 32 concerts. It was also noted that the tender processes were conducted through a single company in violation of the Public Procurement Law No. 4734.

YAVAŞ'S STATEMENT

After the investigation, Ankara Metropolitan Mayor Mansur Yavaş, whose attention was drawn to the operation against the municipality, broke his silence regarding the operation. Speaking to journalist Ünsal Ünlü, Yavaş recalled the examinations conducted for the 2021-2024 period, stating that there was no public loss.

In his statement, Yavaş used the following expressions: "We conducted our own investigation regarding this period (2021-2024) earlier. When questions regarding this came, it should be noted that the inspectors from the Ministry of Interior also conducted an investigation, and no public loss was found here."

Yavaş stated that the accusations directed during the operation have been taken to different dimensions, saying, "Now they are trying to take it to a completely different place by adding things like manipulating the tender."
