According to the new regulation published in the Official Gazette, the requirement for vehicle tracking and camera systems will be implemented immediately for new vehicles, while it will be gradually applied to older models between 2026 and 2028. For school buses, the requirement has been postponed until 2027.
The regulation amending the Highway Traffic Regulation prepared by the Ministry of Interior has been published in the Official Gazette. With the regulation, the implementation principles of the mandatory vehicle tracking and camera system, image recording device, and emergency button in vehicles have been arranged.
MANDATORY FOR VEHICLES TO BE REGISTERED FOR THE FIRST TIME
Accordingly, it will be mandatory for vehicles that are registered for the first time after the regulation comes into force to have the mentioned devices and systems. For vehicles that have previously been in traffic, a phased transition schedule has been determined:
- For 2025–2023 model vehicles, until January 1, 2026,
- For 2022–2018 model vehicles, until January 1, 2027,
- For 2017 and earlier model vehicles, the relevant equipment will not be required until January 1, 2028.
DEFERRED TO 2027 FOR SCHOOL BUSES
The regulation also included a temporary arrangement for school service vehicles. Accordingly, for vehicles registered or to be registered as school buses between February 18, 2025, and October 1, 2025, which have camera-recording devices compliant with previous legislation, the new conditions have been postponed until December 31, 2027.
The new regulation provisions will be implemented by the Ministries of Interior, Environment and Urbanization, Climate Change, and Transport and Infrastructure.
