President's chief advisor Mehmet Uçum announced the steps to be taken within the process expected to be brought to the Parliament after the commission in today's 'market article' series. Uçum claimed that there is a broad consensus on preparing a report regarding the transition process, depending on the practical confirmation of the PKK's disarmament.
HE LISTED 7 STEPS TO BE TAKEN IN THE PROCESS Uçum also listed the parliamentary steps regarding the transition process law as follows:
First, the preparation of a report proposing legal policy in the Commission. Submission of the report to the Presidency of the Grand National Assembly of Turkey (TBMM). Preparation of a proposal regarding the transition process law based on the report. Submission of the proposal to the Presidency of the Assembly. Entering the proposal into the law-making process. Acceptance of the proposal as law by the TBMM. If deemed appropriate by our President, publication of the law in the official gazette. HE EXPLAINED THE METHOD AND CONCERNS In his article, Uçum mentioned the methods and concerns regarding the transition process. He began his remarks with the following statement: "Of course, the TBMM will decide on the method of legislation regarding the transition process law. However, the approach we have proposed from the beginning, which is to enact a single, temporary, and special law regarding the transition process, is, in our opinion, the most effective method against many legal complications. Ultimately, the discretion belongs to the TBMM. Meanwhile, various circles express completely different concerns and doubts regarding the law of the transition process," Uçum explained the concerns as follows: Some groups expect high diligence to ensure that national integrity is not harmed. This expectation is entirely justified. There cannot be any unconstitutional regulations in the law of the transition process. No principle that is the basis of the national state can be a subject of discussion. The processes will be conducted openly and transparently with the will of the TBMM. Therefore, there will be no situation that requires concern. On the other hand, the law of the transition process to be established within the framework of the perspective of Integration with the State and Society cannot contain any elements that would harm integration. A legal approach aimed at integration excludes any negative elements that would jeopardize integration. There is no doubt that the TBMM will develop the fairest and most accurate criteria for those who will fall under the scope of integration related to the defunct terrorist organization and will take into account the sensitivities of all segments of the Nation.
President's Chief Advisor Mehmet Uçum. HE REMINDED OF THE LAW ADOPTED IN 2014 Uçum, who reminded of the "Law No. 6551 on the Termination of Terrorism and Strengthening Social Integration," which was adopted in 2014 and is still in effect, stated that this law cannot be directly applied today because it is not suitable for the transition process, and that it is no longer possible to turn back from this process. Uçum's article is as follows:
